A new partnership for office space leasing

Topline Group appoints Leechiu Property for Bay Mall to meet office demand in Cebu

Opened in June 2025, Top Line Bay Mall is a mixed-use development by the Topline Equity Corporation (Topline Group) strategically located in the rapidly growing economic hub of Liloan, Northern Cebu.
The three-story Bay Mall offers modern office spaces on its second and third floors that can accommodate up to 1,000 seats. The mall is ideal for business process outsourcing (BPO) firms seeking to expand northward and tap into a broader talent pool. It has convenient commuter access and facilities that feature high-speed fiber internet, backup power systems, a dedicated lobby with elevator access, and 24/7 security and maintenance.
To boost the office leasing of Bay Mall’s office spaces, Topline Group, the parent company of listed Top Line Business Development Corp., recently signed an exclusive leasing agency agreement with Leechiu Property Consultants Inc., the country’s leading real estate advisory firm.
As the exclusive leasing agent for Bay Mall’s office spaces, Leechiu Property Consultants is tasked with marketing and securing tenants from BPO, technology, and other growth sectors.

Currently, the Bay Mall hosts a diverse lineup of tenants such as Red Ribbon, the Loop, Salon de Rose, Mr. DIY, and Robinsons Supermarket.
According to Leechiu’s third-quarter 2025 report, Cebu continues to drive provincial demand, accounting for 60 percent of office space take-up outside Metro Manila, a strong indicator of the province’s growing role as a business hub.
