ADB pledges stronger support for Philippines, sets $50-billion assistance for 2025 to 2028

The Manila-based Asian Development Bank (ADB) expects its annual assistance to its host country, the Philippines—including cofinancing—to exceed $5 billion (about ₱294 billion) in 2025 and rise to $15 billion (around ₱882 billion) per year from 2026 to 2028.
“The Philippines is home to the ADB’s headquarters and one of our most important and long-standing partners,” said ADB President Masato Kanda in a Nov. 25 statement.
The financing for 2025 to 2028, he added, “reflects both the ambition of the government’s development agenda and the strength of our collaboration.”
The statement said Kanda held talks with newly appointed Department of Finance (DOF) Secretary Frederick D. Go at the ADB’s headquarters in Mandaluyong City to reaffirm the multilateral lender’s strong partnership with the Philippine government and discuss its support as the country prepares to chair the Association of Southeast Asian Nations (ASEAN) in 2026.
Go was appointed DOF chief last week following a reshuffle in the Marcos Jr. administration’s economic team, prompted by the resignations of some officials amid the worsening flood control scandal investigation.
Last month, President Ferdinand R. Marcos Jr. announced that the Philippines will take over ASEAN’s chairmanship in 2026, succeeding Malaysia.
“The ADB is strongly committed to the success of the Philippines’ 2026 ASEAN chairmanship under the theme ‘Navigating Our Future Together,’” the statement said, adding that Kanda has made this pledge to President Marcos, noting that the bank is preparing comprehensive technical and financing support for the country in line with this commitment.
Kanda also underscored the ADB’s boosted support for private-sector development, noting that the lender is preparing a $400-million (about ₱24-billion) loan aimed at fostering a modern, technology-driven business environment, referring to the upcoming Business Environment Strengthening with Technology Program (Subprogram 1) financing for approval this year.
“The bank was a lead investor in the initial public offering (IPO) of a major water utility in Metro Manila, providing $100 million [about ₱6 billion] to modernize water systems and strengthen equity capital markets,” the statement noted, referring to Maynilad Water Services Inc.
“The Philippines is also a major recipient of the ADB’s transaction advisory services for public-private partnerships (PPPs),” it added.
Kanda also reaffirmed the bank’s commitment to supporting the Philippine government’s governance and anti-corruption agenda, emphasizing that “transparency and public trust are central to delivering successful development results.”
