DAVAO CITY – Vice President Sara Duterte and Davao del Sur Gov. Yvonne Cagas on Wednesday, Nov. 26, offered a P1-million reward each – a total of P2 million – for the arrest of the mastermind in the killing of Barangay Tres de Mayo, Digos City Captain Oscar Bucol inside his residence on Tuesday evening.
Israelito Torreon, one of the legal counsels of the Partido Demokratiko Pilipino (PDP)-Laban, announced in a press conference that Duterte has authorized her to announce the reward. Bucol is a member of the PDP-Laban and a known supporter of the Dutertes.
Cagas announced in a separate press conference that she is offering a P500,000 reward for the gunman and another P500,000 for the mastermind.
“I hope that they will be arrested to stop these incidents. Who will be the next target? I will not allow that fear will reign in the province of Davao del Sur,” Cagas said.
Bucol was streaming live on his Facebook page while talking to an elderly man who returned a lost wallet. When the first shot rang out, Bucol’s live stream was apparently interrupted.
Few seconds later, Bucol was seen running in front of the camera and was seen reaching for his right shoulder.
The live stream went on until Bucol slumped to the ground and pleading for help from his companions. Bucol was taken to a hospital where he was declared dead from a bullet wound in the chest.
Davao del Sur Provincial Police Office chief Police Col. Leo Ajero said they are looking at several possible angles in the motive of the killing.
Ajero said they are reviewing Bucol’s social media posts. “May mga napost siya sa FB page nya na medyo maanghang na salita,” Ajero said. (The victim was critical of local government officials in the province)
Torreon said that Bucol may have been killed for defending his constituents. “He was an outspoken official of the government. He really defends the lowly and the downtrodden. That is why he earned the ire of the powerful personalities which led to his killing,” he said.
Torreon said Bucol’s family wants the National Bureau of Investigating (NBI) to lead the investigation. “It’s not casting doubt to the PNP but we would like a separate but a parallel investigation,” Torreon said.
He said that Bucol received death threats prior to the incident but the victim was unfazed.
The Davao del Sur Police Provincial Office is creating a Special Investigation Task Group (SITG) to probe Bucol’s murder.
“Initial assessments have identified possible persons of interest, based on individuals previously mentioned by the victim in his earlier social media posts,” the DSPPO said.
