Office of Marcos' special assistant for investment and economic affairs to be dissolved—Palace
Malacañang disclosed that the Office of the Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), which was previously led by Finance Secretary Frederick Go, will be abolished.
Palace Press Officer and Communications Undersecretary Claire Castro made the announcement during a media briefing on Wednesday, Nov. 26.
"Tinawagan po natin si Secretary Frederick Go at sinabi po niyang madi-dissolve ang OSAPIEA (We called Secretary Frederick Go and he said that OSAPIEA will be dissolved)," Castro said.
Castro gave an assurance that abolishing the office will not affect the ongoing trade negotiations with the United States.
OSAPIEA was tasked to ensure the effective integration, coordination, and implementation of the various investment and economic policies and programs of the government, including investment projects, trade agreements and pledges originating from international state visits and foreign trips of the President.
"According to Sec. Go, ang DTI naman po ang siyang nagha-handle ng technical and substantial work with regard to trade agreements – so, wala naman pong maaapektuhan (According to Secretary Go, the DTI is the one handling the technical and substantial work regarding trade agreements — so nothing will be affected)," Castro explained.
"And considering galing po si Secretary Go sa OSAPIEA at siya rin naman po ang magiging secretary ng Department of Finance so, magkakatulungan po iyon (And considering that Secretary Go came from OSAPIEA and will also be the Secretary of the Department of Finance, they will be able to work together)," she added.
Go as OSAPIEA head was then directed to supervise and monitor, on behalf of the President, the Department of Economy, Planning, and Development in the Philippines (DepDev), DOF, Department of Budget and Management (DBM), Department of Trade and Industry (DTI), and their respective attached agencies.
According to Castro, OSAPIEA will be dissolved because the functions of Go as Finance chief are the same as his OSAPIEA functions, eliminating redundancy among government agencies.
"Para magkatulungan but since si Secretary Go ay mapupunta na rin sa Department of Finance at pareho naman po halos at magkakatulungan, so, alam naman po niya ang expertise ni Secretary Go – so, might as well ma-dissolve ito para kaunti na lang po ang magiging ahensiya tutal pareho naman po naging leader ng dalawang ahensya (So that they can work together, and since Secretary Go will also be moving to the Department of Finance — and because their functions are almost the same and they will be coordinating anyway — he already knows Secretary Go’s expertise. So they might as well dissolve this office so there will be fewer agencies, especially since the same person has led both)," Castro said.
"So, instead na magdalawa pang ahensya na pareho namang eksperto doon si Secretary Go so might as well ma-dissolve siya at pagtulungan na lang po ng ibang ahensiya especially DTI na ngayon po ang DTI po ang itinalaga to handle the technical and substantial work for that (So instead of having two agencies when Secretary Go is already an expert in both areas, they might as well dissolve it and let the other agencies, especially the DTI, handle it, since the DTI has now been designated to take on the technical and substantial work for that)," Castro added.
