Ayala Healthcare Holdings Inc. (AC Health) and its Healthway Medical Network are investing ₱200 million to establish and operate dialysis centers in 12 district and provincial hospitals across Iloilo.
In a statement, AC Health said the investment is part of a landmark public–private partnership the company has entered into with the Iloilo Provincial government.
The initiative aims to significantly expand access to life-saving hemodialysis services by equipping all 12 district hospitals and the provincial hospital with modern, Department of Health (DOH)-compliant centers.
Each center will initially operate eight dialysis stations, providing a total of 96 stations to help address the urgent gap in services across the province.
“This partnership marks a major milestone in our commitment to ensure that no Ilonggo is left behind when it comes to essential healthcare,” Iloilo Governor Arthur Defensor Jr. said.
“By working with AC Health, we are bringing much-needed dialysis services directly to our district hospitals, enabling more patients to receive life-saving treatment,” he added.
Under the agreement, the Iloilo Provincial Government will provide the space for the centers within hospital compounds. AC Health/PMVI will be responsible for fitting out, equipping, managing, and operating the facilities according to DOH standards.
The project will be implemented in phases, guided by financial, operational, and clinical Key Performance Indicators to ensure service quality and sustainability.
“AC Health believes that every Filipino deserves access to quality and affordable care,” AC Health President and CEO Paolo Borromeo said.
“Our partnership with the Iloilo Provincial Government reflects our goal of supporting government efforts in strengthening the country’s health system. We look forward to helping Iloilo build a more resilient and inclusive health network for Ilonggos,” he added.
Over 50,000 residents across Iloilo province need regular hemodialysis services. However, most of the province’s existing dialysis clinics are in Iloilo City, forcing many patients from far-flung municipalities to travel long distances multiple times a week for treatment.
Through this partnership, AC Health said dialysis patients will benefit from standardized clinical protocols, expanded capacity, and more affordable treatment supported by PhilHealth coverage and provincial medical assistance programs.
“Our district hospitals serve as the first point of care for many families, and this partnership ensures they are equipped to meet the needs of patients with chronic kidney diseases,” Iloilo Vice Governor Nathalie Ann Debuque said.
She noted that the Sangguniang Panlalawigan (Provincial Council) fully supports the collaboration as it brings vital services closer to constituents, reduces financial and travel burdens, and reinforces the goal of building a healthier Iloilo.
Through AC Health’s Healthway Medical Network, patients will also enjoy preferential access to advanced diagnostics, specialized care, and other services—including kidney transplant pathways—further strengthening Iloilo’s local healthcare ecosystem.
“We are fully committed to ensuring that these dialysis centers operate to the highest standards of safety and efficiency,” Healthway Medical Network (HMN) President and CEO Jaime Ysmael said. “Our team is prepared to deliver the infrastructure, equipment, and day-to-day management needed to run these facilities sustainably.”
