Former Ako-Bicol Party-list representative Zaldy Co is accusing presidential son Ilocos Norte 1st district Rep. Sandro Marcos of having an accumulated P50.938 billion worth project insertions in the 2023, 2024, and 2025 national budgets.
Co, who served as House Committee on Appropriations chairman during the previous 19th Congress, made these allegations in his latest video exposé against President Marcos' administration on Tuesday, Nov. 25.
After posting the video, Co uploaded close to 100 pages detailing the alleged project insertions from Rep. Marcos during those years.
"Hindi lang po ang Pangulo ang may insertion sa budget. Pati po si Cong. Sandro Marcos meron din pong pinapasok taon-taon (The President is not the only one with budget insertions. Even Cong. Sandro Marcos has yearly insertions)," Co said of incumbent majority leader.
"Noong 2023, may P9.636 billion. Noong 2024, P20.174 billion at nitong 2025, P21.127 billion lahat-lahat ang kabuuan ay P50.938 billion at bawat taon po sa tuwing dumarating ang bicam budget process lagi pong may utos si Cong. Sandro na ipasok ang mga proyekto niya," said the Bicolano.
(In 2023, there was P9.636 billion. In 2024, P20.174 billion, and this 2025, P21.127 billion—for a total of P50.938 billion. And every year, whenever the bicam budget process comes, Cong. Sandro always gives instructions to include his projects.)
"Kung mapapansin niyo ay taon-taon, padami nang padami ang insertions niya tuwing bicam (Bicameral Conference Committee hearings) (If you may notice, his insertions during bicam increase every year)," Co said in a separate post.
"Pwede niyo po silang i-check sa GAA (General Appropriations Act) at kung nagawa nga ba ang mga proyektong ito (These can be checked in GAA, and if indeed these projects were implemented)," he noted.
Manila Bulletin sought a reaction from Rep. Marcos' staff, but they have yet to respond as of this posting.
