DOE starts bidding for first 3.3-GW offshore wind projects

The Department of Energy (DOE) has finally launched the bidding for its first offshore wind (OSW) projects, initiating the fifth Green Energy Auction (GEA-5) with a projected capacity of 3,300 megawatts (MW).
After a period of delay, the DOE announced on Tuesday, Nov. 25, that it has released the final Terms of Reference (TOR), which details the requirements, timelines, and evaluation procedures for developers, and a Notice of Auction (NOA) for potential bidders.
The new auction round will include only fixed-bottom OSW developments that are consistent with the current readiness of the nation’s grid and ports, the DOE said.
Winning developers will be granted a 20-year supply period and will receive Green Energy Tariff (GET) payments once their projects are commissioned and registered in the Wholesale Electricity Spot Market (WESM). Crucially, bidders must hold a valid Wind Energy Service Contract (WESC) or Offshore Wind Energy Service Contract (OSWESC) to be entitled to the GET.
The TOR includes a strengthened OSW infrastructure plan, covering grid connection, port use, logistics, and development milestones. Penalty terms, as well as rules for the bid bond, performance bond, and GET entitlement—including adjustments for early or delayed commissioning—have also been revised. The DOE has also amended guidelines regarding force majeure and infrastructure-related delays, subject to DOE validation.
The revised terms also grant “step-in rights” to lenders to support financing and ensure the continuity of the OSW projects.
Developers are now invited to prepare their registration requirements, such as wind resource assessments, infrastructure plans, and corporate documents.
Energy Secretary Sharon Garin stated that the finalized TOR was coordinated with the National Grid Corp. of the Philippines (NGCP), the National Transmission Corp. (TransCo), the Philippine Ports Authority (PPA), and other stakeholders.
“Winning bidders will be endorsed for priority processing of facility studies, REPA (Renewable Energy Payment Agreement) execution, grid connection agreements, and port scheduling,” the DOE added.
GEA-5 was originally scheduled to begin by the third quarter of 2025 but was rescheduled to the final quarter due to revisions required for the initial TOR draft.
