Bulacan receives Health Champion Gold Award; Gov. Fernando reflects on pandemic lessons
The Province of Bulacan proudly secured the 2024 Health Champion–Gold Award and a P500,000 cash prize during the 11th Central Luzon Excellence Awards for Health (CLExAH) held at Royce Hotel, Clark, Pampanga, on Tuesday, Nov. 24.

In his acceptance speech, Governor Daniel Fernando recalled the province’s resilience during the COVID-19 pandemic and how it shaped Bulacan’s health reforms.
“Sumiklab ang diwa ng bayanihan. We fought as one, we healed as one. Fast forward to 2025, tangan ang mahahalagang aral ng pandemya, patuloy na nangunguna ang Bulacan sa makabagong reporma sa kalusugan para sa kapakanan ng bawat mamamayan (The spirit of bayanihan blazed forth. We fought as one, we healed as one. Fast forward to 2025, carrying the vital lessons of the pandemic, Bulacan continues to lead in modern health reforms for the welfare of every citizen),” Fernando said.
The governor emphasized Bulacan’s recognition as an active universal healthcare integration site, highlighting continuous upgrades at the Bulacan Medical Center and nine district hospitals with advanced technologies and facilities.
“Kaisa po tayo ng pamahalaang nasyunal sa pagsulong ng kalusugan para sa lahat. Ito ang sentro ng ating misyon, ang diwa ng ating tungkulin, at ang pangarap natin para sa bawat pamilyang Bulakenyo (We stand united with the national government in advancing health for all. This is the core of our mission, the spirit of our duty, and our dream for every Bulakenyo family),” he added.
Bulacan’s triumph was shared with other local government units (LGUs) honored at the event:
• City of San Jose del Monte – Gold
• Municipality of Plaridel – Silver
• Municipality of Santa Maria – Bronze
Additional recognitions included: Angat and Guiguinto (Top 4), Hagonoy, Bulakan, and Doña Remedios Trinidad (Top 5), City of Baliwag (Top 7), Obando, Norzagaray, and Balagtas (Top, Bustos (Top 9), and Marilao (Top 10).
The CLExAH program celebrates LGUs for their commitment to public health and their progress toward Universal Health Care goals across Central Luzon.
