SEC is government's top paper-saver after going online

The Securities and Exchange Commission (SEC) came out as the country’s public-sector “Paper-less Champion” for saving nearly 217 million pages of paper through its online platforms that digitalized company registration and reports submission.
Development Academy of the Philippines (DAP) named the SEC the winner of Productivity Challenge 2025 following the implementation of its Electronic Filing and Submission Tool (eFAST) and Zuper Easy Registration Online (ZERO).
The Commission bested over 40 other public-sector institutions, including the Philippine Statistics Authority (PSA) and the Department of the Interior and Local Government (DILG), which were recognized as finalists.
Productivity Challenge 2025 aimed to reduce paper consumption by urging government offices, including government-owned and/or -controlled corporations (GOCCs) and state universities and colleges (SUCs), to reevaluate their practices, policies, and systems on paper use.
“The SEC is honored to be recognized for its digital and sustainability initiatives, which are envisioned to serve as a model not only for the corporate sector but also for the broader government. These efforts aim to inspire other agencies to follow suit in support of the Marcos administration’s overarching climate action agenda,” SEC Chairman Francis Lim said.
He added that, “Through our digital services, we are not only making it easier for businesses to do business in the Philippines. We are also empowering entrepreneurs to integrate sustainability into their operations through our paperless submission of annual reports and company registration.”
Launched in 2021, eFAST is the Commission’s online portal that enables the submission of reportorial requirements, including audited financial statements (FS), general information sheet (GIS), and other annual reports.
The digital platform processed over 577,000 report submissions in 2024, which translates to over 216.6 million pages of paper saved, generating around ₱92.6 million in savings for corporations.
Meanwhile, the SEC launched ZERO in July 2024 as part of its third wave of digital initiatives to streamline the registration process.
As an application under Electronic Simplified Processing Application for Registration of Company (eSPARC)–the Commission’s official company registration platform–SEC ZERO enables digital authentication of documents by eliminating the need for wet signatures and notarization as well as submission of hard copies of documents required for registration.
By providing a complete, end-to-end, and paperless process, SEC ZERO enables businesses to register their companies anytime and from anywhere in the world. From July 2024 to June 2025, SEC ZERO has processed nearly 7,000 applications, allowing businesses to save around 104,000 pages of paper and generate around ₱45,000 in savings.
“We will continue to reassess our practices and systems to see how we can further improve our services and advance sustainability within and beyond our offices,” Lim said.
