PCG halts sea trips as TD 'Verbena' triggers weather disruptions

The Philippine Coast Guard (PCG) suspended maritime voyages across Bicol (Region 5), the Visayas, and parts of Mimaropa (Region 4B) on Monday, Nov. 24, as Tropical Depression “Verbena” and a prevailing shear line stirred unsafe maritime conditions, prompting authorities to broaden travel restrictions beyond areas initially placed under Tropical Cyclone Wind Signal (TCWS) No. 1.
The first wave of suspensions came from Coast Guard Stations (CGS) Masbate and Sorsogon after the Philippine Atmospheric, Geophysical and Astronomical Services Administration raised TCWS No. 1 over mainland Masbate and Surigao del Norte.
Capt. Noemie Cayabyab, PCG spokesperson, said both stations ordered a halt to all vessel movements within their jurisdictions, including routes bound for Surigao del Norte, in compliance with PCG Memorandum Circular 02-23 on heavy weather protocols.
“Definitely po lahat po ng area na na may nakataas na Signal 1, suspended po ang sea travel (All areas under Signal No. 1 definitely have suspended sea travel),” she said.
The PCG said CGS Masbate and Sorsogon have closely coordinated with the concerned local government units (LGUs) and shipping companies to ensure compliance with the advisory.
Monitoring teams have been deployed in ports to ensure compliance and possible penalties will be meted for operators attempting to defy movement restrictions.
As Verbena interacted with a shear line affecting parts of the Visayas, the PCG extended the suspension to Cebu, Bohol, Camotes Island, Iloilo, and Romblon which have experienced rough seas even before being placed under any cyclone warning.
This is because some routes were grounded proactively due to worsening sea conditions, not just the cyclone signal, the PCG explained.
Authorities reminded the public that additional suspensions may be implemented as Verbena moves closer to the country’s landmass and sea conditions shift in other regions.

It was moving westward at a speed of 15 km per hour (kph) while packing maximum sustained winds of 45 kph near the center and gustiness of up to 55 kph.
