Nartatez orders probe into alleged robbery, sexual assault in Cavite police operation

Police Lt. Gen. Jose Melencio Nartatez, Jr., acting chief of the Philippine National Police (PNP), ordered on Monday, Nov. 24, to hold under restrictive custody and to account for the remaining policemen who were accused of sexually abusing a Grade 9 student during an operation in Cavite.
So far, a total of eight members of the PNP Drug Enforcement Group – Special Operations Unit in Calabarzon (Cavite, Laguna, Batangas, Ruzal, Quezon), were already arrested and six more are still at large.
“I have already directed the Regional Director, Calabarzon, to relieve, account and place under restrictive custody all those involved in the operation while the investigation is ongoing,” said Nartatez.
Based on the initial investigation, the policemen conducted an operation in Bacoor where they were later accused of violations of police operational procedures and allegedly went to the extent of violating the law.
“The Philippine National Police does not condone and tolerate this kind of behavior within its ranks. Those who would defy our operational procedure and would act as criminal elements should be treated as such,” said Nartatez.
Nartatez said he also instructed the Internal Affairs Service (IAS) to expedite the conduct of investigation in order to speed up the administrative charges, if they are confirmed to have committed abuses.
“I assure the family of the complainant that I will personally monitor the progress of the investigation. Once it is established that they violated the law, summary dismissal proceedings will immediately start to dismiss them from the service,” said Nartatez.
“In the meantime, let us allow due process to take its course. And my instruction is clear, to conduct an immediate investigation and I want the result in the soonest possible time,” he added.
