ILOILO CITY – The provincial government of Capiz has suspended mountain quarry operations due to severe flooding from three tropical cyclones.
Gov. Fredenil Castro has issued an order halting the processing of permits.
“Mineral extraction, particularly mountain quarrying, has long been a critical component of local economy, contributing to development by providing raw materials for the construction industry. However, this practice often comes at a cost, with environmental pollution, natural resource depletion, and disaster risks being common side effects,” Castro said in Executive Order No. 27, Series of 2025.
The provincial government cited flash floods in Cebu and Negros from mountain quarry operations from typhoon ‘’Tino.’’
Capiz was under a state of calamity from widespread flooding from typhoon ‘’Ramil’’ last October. The capital Roxas City suffered its first major flashflood.
Castro designated the Capiz Provincial Environment and Natural Resources Office (CaPENRO) to enforce the suspension of operations.
Commercial sand and gravel operations are not covered by the ban.
