New Clark City to host Philippines' premier waste-to-energy facility

State-run Bases Conversion and Development Authority (BCDA) is partnering with a Filipino-Indian consortium to develop the country’s first large-scale waste-to-energy (WTE) plant in New Clark City, with total investment amounting to ₱4 billion.
In a statement, BCDA said it signed a lease contract with the consortium of ATD Waste-to-Energy Corp., Global Heavy Equipment and Construction Corp., and India-based Uttamenergy Ltd. for a four-hectare (ha) property in New Clark City.
Poised to be the Philippines’ most advanced WTE facility, the site will convert up to 600 metric tons (MT) of solid waste daily into 12 megawatts (MW) of electricity.
The facility is seen as a solution to the persistent problem of waste management in the country, as well as a source of energy for over 10,000 homes in Clark and surrounding communities.
BCDA President and Chief Executive Officer (CEO) Joshua Bingcang said the project reflects the government’s push to promote progress together with sustainability.
"Through this facility, we seek to empower local communities by providing them with meaningful jobs, while simultaneously fulfilling our commitment to environmental stewardship and clean energy generation,” he said.
The project is expected to generate around 300 jobs during the construction phase, with more than 100 full-time positions once the facility becomes operational.
It is also seen supporting downstream industries such as waste recovery, transport, and energy services, alongside stimulating economic activity across the region.
BCDA said that it will prioritize local labor and supply chains for the project.
Department of Energy (DOE) Undersecretary Giovanni Carlo Bacordo expects the project to support the country’s renewable energy (RE) mix targets under the Philippine Energy Plan (PEP) 2023-2050.
Under the PEP, the government plans to have RE cover 40 percent of the energy mix by 2030 and surpass 50 percent by 2040.
Bacordo also said that the WTE plant will bolster the region’s flood-control measures and initiatives.
“Yearly, our problem is flooding and waste is contributory to flooding. So, it is like hitting two birds with one stone—waste management, power generation and RE,” he said.
Beyond the four-ha site, BCDA earlier noted that a provision to expand by an additional six ha is available for the facility.
This expansion could bring in more investments and significantly increase the plant’s processing capacity and energy output.
The initial ₱4-billion investment was secured by the government following the state visit of President Marcos in August.
BCDA anticipates projects such as the WTE plant to position the 9,450-ha New Clark City in Capas, Tarlac, as the country’s first smart, green, and future-ready metropolis.
