The National Police Commission (Napolcom) is now investigating the alleged robbery-rape of an 18-year-old Grade 9 student in Bacoor City, Cavite, involving 14 members of the Philippine National Police Drug Enforcement Group–Special Operations Unit (PDEG-SOU) 4A.
Eight of the 14 cops have been arrested, while six remain at large.
The Napolcom said Chief Commissioner Ralph Calinisan has deployed a four-man investigative team to Bacoor to conduct an impartial assessment and determine liability.
“Hindi tayo papayag, hindi kailanman, na ang kapulisan ay masangkot sa pang-iipit ng droga, pagnanakaw, at lalo na sa panghahalay (We will never allow the police to be involved in drug planting, theft, and especially in sexual assault),” Calinisan said.
Philippine National Police Acting Chief Lt. Gen. Jose Melencio C. Nartatez Jr., meanwhile, reiterated the police force’s commitment to upholding the highest standards of discipline, integrity, and professionalism in a Facebook post on Nov. 23.
“The organization maintains zero tolerance for abuse, misconduct, or any action that undermines public trust,” the statement said.
The victim is set to personally file her complaint at the NAPOLCOM office on Nov. 25, initiating the administrative proceedings.
