New LPA to enter PAR, may develop into tropical depression 'Verbena' — PAGASA

A new low-pressure area (LPA 11b) east of the country is expected to enter the Philippine Area of Responsibility (PAR) on Sunday, Nov. 23, and has a “medium chance” of developing into a tropical depression within the next 24 hours, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
PAGASA weather specialist Obet Badrina said the LPA was estimated at 1,130 kilometers east of Southern Mindanao as of 3 a.m. on Sunday.
If it becomes a tropical depression while inside PAR, it will be locally named “Verbena.”
Badrina said the weather disturbance may move generally northwest and bring rains to large parts of Visayas and portions of Southern Luzon from Monday, Nov. 24, to Wednesday, Nov. 26.
On Monday, 50 to 100 millimeters of rain (moderate to heavy) may affect Northern Samar, Samar, Eastern Samar, Leyte, Biliran, Southern Leyte, Cebu, Bohol, Siquijor, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Misamis Oriental, and Camiguin.
By Tuesday, Nov. 25, Northern Samar and Eastern Samar may experience heavy to intense rains (100 to 200 millimeters).
Moderate to heavy rains are also likely in Camarines Sur, Camarines Norte, Catanduanes, Albay, Sorsogon, Masbate, Oriental Mindoro, Marinduque, Romblon, Antique, Aklan, Capiz, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Cebu, Bohol, Samar, Biliran, Leyte, Southern Leyte, Dinagat Islands, and Surigao del Norte.
PAGASA also issued a heavy rainfall outlook due to the shear line, the boundary where warm and cold air masses collide and generate rain-bearing clouds.
On Monday, moderate to heavy rains are expected in Cagayan and Isabela, and by Tuesday, moderate to heavy rains may affect Cagayan, Isabela, Aurora, and Quezon.
PAGASA said rainfall totals may be higher in mountainous and elevated areas, and effects could worsen in communities that have already recorded significant antecedent rainfall.
Meanwhile, over the next 24 hours, the easterlies and the northeast monsoon (amihan) will bring cloudy skies and rain showers over parts of Southern Luzon, Bicol Region, Cordillera Administrative Region, and Cagayan Valley.
