DSWD honors 4Ps young achievers, including Cebu teen hero who saved 50 people during Typhoon Tino

The Department of Social Welfare and Development (DSWD) honored outstanding young beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), including Jayboy Magdadaro, who rescued 50 people in Liloan, Cebu, during the onslaught of Typhoon Tino.
Magdadaro, a 15-year-old 4Ps beneficiary, received special recognition for his courage.
“When you meet a real-life superhero and his mother, [you realize the impact of programs like 4Ps]. Jayboy is a 4Ps-monitored child. Their family is part of the 4Ps program and is due to graduate next year because of their improved economic well-being,” DSWD Secretary Rex Gatchalian said.
Beyond celebrating Magdadaro’s heroism, Gatchalian highlighted the challenges faced by many children before the creation of 4Ps, particularly in accessing education and health services.
Speaking at the 2025 National Children’s Council (NCC) in Quezon City on Nov. 20, he emphasized the program’s role in improving the lives of disadvantaged youth.
“Para sa mga bata, kaya ko sabihin ito na dati, bago nagkaroon ng 4Ps program, ganyan yung dinadanas ng karamihan sa ating mga bata na nagmumula sa kahirapan. ‘Yan yung mundo ng mga kabataan natin bago nagkaroon ng 4Ps (For the children, I can say this: before the 4Ps program existed, this was what most of our children coming from poverty experienced. That was the world of our youth before 4Ps),” he said.
“Imagine niyo ang mundo na wala kayong baon pag pumapasok sa school, or imagine niyo yung mundo na hindi na lang kayo pinapapasok sa school. Kasi kailangan ninyong maghanapbuhay para makatulong sa kanila (Imagine a world where you have no allowance when you go to school, or imagine a world where you are not even sent to school. Not because your parents don’t want you to go, but because you need to work to help them,” he added.
The NCC also marked the formal turnover of a child-led 10-point policy agenda and the recognition of 4Ps children who excelled in their respective fields.
Certificates of recognition were awarded to:
* Jessel Lumayag, passer of the October 2025 Physician Licensure Examination
* Jonalyn Dalanon, Top 1 in the October 2025 Fisheries Technologist Licensure Examination
* Kerth Jay Alunan, passer of the 2024 Bar Examinations
* Leanne Mae Ternida, Top 10 in the 2025 Psychometrician Licensure Examination
The child-led 10-point policy agenda contains recommendations on addressing bullying, expanding scholarships for child labor victims, improving parental financial literacy, building safer learning environments during extreme weather, strengthening environmental protection, ensuring peace and security, constructing child-friendly spaces, improving access to birth registration, and enhancing education accessibility for children with disabilities.
These recommendations were also forwarded to senators for consideration in crafting policies on children’s welfare.
The NCC is an annual advocacy platform of 4Ps held during National Children’s Month every November. It brings together exemplary children from across the country to amplify their voices, share experiences, and advocate for the rights of Filipino children.
