Manila Mayor Francisco "Isko Moreno" Domagoso on Thursday, Nov. 20, announced the release of more than P22.3 million in allowances for prosecutors and judges assigned to the city as part of ongoing year-end benefit payouts to City Hall employees.

Domagoso made the announcement after a meeting with senior officials from the Office of the City Prosecutor and Manila’s trial courts on Wednesday afternoon, Nov. 19. Present were Senior Assistant City Prosecutor Jolas Brutas, Assistant City Prosecutor Jasyrr J. Garcia, Metropolitan Trial Court Executive Judge Michelle Divina-Delfin, and Regional Trial Court Executive Judge Carolina Icasiano-Sison.

The mayor said the city will settle back allowances owed to prosecutors, Metropolitan Trial Court (MeTC) judges, and Regional Trial Court (RTC) judges.

The local government said the payouts cover various periods from April to October 2025 for prosecutors and from May to September 2025 for judges, depending on their respective allocations.

For the Office of the City Prosecutor, the city has allotted P10,448,233.27 for April to October 2025. While the MeTC of Manila will receive P4,047,000 for May to September 2025, and the RTC of Manila will get P7,807,000 for May to July 2025.

In total, the city government will rerelease P22,302,233.27 in allowances.

The move comes just three days after Domagoso ordered P317,014,291.84 in year-end bonuses and cash gifts for regular City Hall staff. He said the payouts were made possible by tighter spending controls, improved revenue performance, and stricter discipline across departments.

During Monday’s flag-raising ceremony, the mayor acknowledged the financial strain before the payouts but praised his team for restoring fiscal order.

He also urged employees to remain patient and courteous as City Hall foot traffic rises, while reminding the public about the ongoing General Tax Amnesty under Ordinance No. 9118 until December 31, 2025, and the early-payment discounts for 2026 Real Property Tax.

Domagoso encouraged residents to use the Go Manila online platform to pay taxes, secure business permits, and complete other government transactions without having to line up in person.
