No ghost, defective flood control projects in southern Iloilo, says DPWH

ILOILO CITY —The Department of Public Works and Highways (DPWH) clarified there are no ghost and defective flood control projects in southern Iloilo province.
The DPWH-Iloilo 1st District Engineering Office (DEO) reiterated this to the Iloilo Provincial Board in compliance with the legislative body’s Resolution No. 2025-67 that asked a list of all DPWH flood control projects in the province from July 2022 to March 2025.
There were allegedly four ghost projects, six defective projects, and one unfinished project in southern Iloilo, which is under the congressinal district of Iloilo first district Rep. Janette Garin.
“These projects have been duly completed in accordance to their respective contracts,” said Engr. Carlo John M. Leysa, chief of the construction section of DPWH-Iloilo 1st DEO, in a letter addressed to Vice Gov. Lee Ann Debuque.
“This office formally certifies that these are not ghost projects,” the letter dated Nov. 18, 2025 said.
These flood control projects, including shoreline protection, are found in the towns of Oton, Tigbauan, Guimbal, and Miag-ao.
