Japan envoy hails Recto's appointment, vows deeper PH–Japan cooperation

Japanese Ambassador to the Philippines Endo Kazuya congratulated Executive Secretary Ralph Gonzalez Recto on his new post and reaffirmed his country’s commitment to deepen strategic cooperation with the Philippines, saying his appointment reflects “the deep confidence placed in [his] leadership.”
In a letter dated Nov. 18, Endo told Recto that the Marcos administration’s choice of Executive Secretary “will have far-reaching impact,” adding that Japan looks forward to working closely with him to advance shared goals of peace, stability, and prosperity.
“Guided by your clarity of vision, profound experience, and steadfast dedication to the nation's progress, I am confident that your leadership of the Office of the Executive Secretary will have a far-reaching impact,” he wrote.
“At a mutually convenient time, it would be my honor to pay a courtesy call on you to personally convey my congratulations and reaffirm Japan's continuing commitment to our shared aspirations,” he added.
Ambassador Endo praised Recto’s “dedication and exceptional service” during his term as the Department of Finance (DOF) secretary, noting that his leadership in Japan-Philippines high-level meetings strengthened cooperation on infrastructure development and economic programs.
“Your strong leadership and significant contributions, particularly through the JP-PH High Level Meeting of the Joint Committee on Infrastructure Development and Economic Cooperation, have strengthened Japan-Philippines bilateral relations, leaving a profound and lasting impact that will continue to benefit both our nations for years to come,” he said.
The envoy added that the Philippines can expect Japan’s continued support in strengthening bilateral ties, particularly through infrastructure development, economic cooperation, and long-term initiatives that benefit both nations.
Recto, who took his oath as executive secretary on Wednesday, Nov. 19, previously held senior roles in economic governance, including the chief of the National Economic and Development Authority, a Monetary Board member, and Finance Secretary.
