Immigration lookout order sought against Sunwest board members

The Independent Commission for Infrastructure (ICI) is requesting the Department of Justice (DOJ) to issue an immigration lookout order against 17 individuals, including board members of former Ako Bicol Party-list representative Zaldy Co's Sunwest construction firm in relation to the anomalous flood control projects.
ICI Chairman retired Supreme Court associate justice Andres Reyes Jr. asked DOJ Acting Secretary Fredderick Vida to place 17 individuals under Immigration Lookout Bulletin Order (ILBO) "to prevent potential obstruction, ensure continuity of the legal process, and uphold the orderly conduct of related investigations".
Sought for ILBO placement from Sunwest Board of Directors were
• Aderma Angelie Alcazar - president and chairperson
• Cesar Buenaventura - treasurer and member
• Consuelo Aldon - member
• Engr. Noel Cao - member
• Anthony Ngo - member
Individuals from the Department of Public Works and Highways (DPWH) who were also requested for ILBO placement were
• Gerald Pacanan - regional director of DPWH MIMAROPA Region IV-B
• Gene Ryan Altea - assistant regional director
• Ruben Santos Jr. - assistant regional director
From the Bids and Awards Committee (BAC), they are:
• Dominic Serrano - chief of Construction Division; BAC chairperson
• Felisardo Causano - project engineer III
• Timojen Sacar - materials engineer
• Montrexis Tamayo - officer-in-charge of Planning and Design Division
• Juliet Calvo - chief of Maintenance Division• Dennis Abagon - officer-in-charge chief of Quality Assurance and Hydrology Division; and a regular member of BAC• Lerma Cayco - accountant IV
• Grace Lopez - regular member of BAC, and
• Friedrich Karl Camero - vice chairperson of BAC
According to Reyes, the request was made "in view of the criminal cases filed by the Office of the Ombudsman before the Sandiganbayan on 18 November 2025, which involve several DPWH officials and key officers of Sunwest in connection with alleged ghost projects andsubstandard flood-control implementations".
"Given the seriousness of the charges and the ongoing proceedings, their participation remains essential, and there is a reasonable possibility that they may attempt to leave the country while the cases are pending," Reyes added.
