DOLE expands livelihood, emergency work aid to 445,543 beneficiaries in third quarter

The Department of Labor and Employment (DOLE) assisted a total of 445,543 Filipinos with livelihood support and emergency work opportunities under the Integrated Livelihood and Emergency Employment Program (DILEEP) in the third quarter of this year.
DOLE Secretary Bienvenido Laguesma said the program released more than P3.078 billion in grants to broaden income sources and expand employment assistance nationwide.
From July to September, the DOLE–Bureau of Workers with Special Concerns (BWSC) recorded 24,484 beneficiaries under the DOLE Integrated Livelihood Program (DILP).
During the same period, 421,059 workers were assisted through the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) initiative.
DILP supported 14,345 livelihood projects across the country, covering retail ventures such as sari-sari stores, food services, and other microenterprises.
It also backed skilled services—including carpentry, vulcanizing, and tailoring—benefiting self-employed individuals with insufficient income, marginalized and landless farmers, parents of child laborers, ambulant vendors, and fisherfolk.
Efforts to reach underserved communities also brought assistance to 2,189 livelihood beneficiaries and 48,505 TUPAD workers from fourth- to sixth-class municipalities.
DOLE strengthened its convergence initiatives with national agencies, supporting programs that expanded employment and livelihood access in local communities.
These partnerships included the Department of the Interior and Local Government’s Hapag sa Barangay, Department of Education’s Brigada Eskwela, Department of Social Welfare and Development’s Project LAWA and BINHI, Department of Agriculture’s Kadiwa ng Pangulo, Department of Environment and Natural Resources’ National Forest Protection Program, and irrigation projects under the National Irrigation Administration.
TUPAD likewise assisted vulnerable groups, including exited Pantawid Program beneficiaries, parolees and probationers through the Department of Justice–Parole and Probation Administration, and persons deprived of liberty under the Bureau of Jail Management and Penology.
For the first nine months of 2025, DILEEP supported 58,835 livelihood beneficiaries who received P1.337 billion in grants.
During the same period, 1,788,186 TUPAD workers were aided through P10.277 billion in financial assistance, bringing overall program reach to 1,847,021 Filipinos nationwide.
