Arroyo says somebody tried to insert 'hundred-million flood control funds' in her district

Pampanga 2nd district congresswoman and former president Gloria Macapagal-Arroyo has shared what appeared to be a foiled attempt to insert flood control projects funds in her district under the proposed P6.793-trillion national budget for 2026.
Arroyo made this revelation in a Facebook post Tuesday, Nov. 18.
"During the discussions on the committee amendments to the House GAB for 2026, we were informed of an attempt to allocate several hundreds of millions in flood control funds to the 2nd district of Pampanga," she wrote.
"We were not the ones who introduced that proposed allocation," Arroyo clarified.
GAB stands for General Appropriations Bill or the proposed national budget. It becomes the General Appropriations Act (GAA) once signed into law by the President.
"We thank the Appropriations Committee for removing it in the committee report," Arroyo said.
Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing chairs the appropriations panel in the current 20th Congress.
The former chief executive didn't give any more details about the insertion try, such as the person who endorsed the allocation.
The House of Representatives passed the 2026 GAB--the biggest in the country’s history--on third and final reading last Oct. 13.
