DOLE hotline logs over 42,000 daily worker concerns in third quarter

More than 42,000 concerns from Filipino workers on workplace conditions and employment-related welfare were addressed through the Department of Labor and Employment (DOLE) Hotline 1349 in the third quarter of this year.
DOLE said the surge in inquiries—from pay disputes to benefits and workplace issues—supports President Ferdinand Marcos Jr.’s directive to strengthen responsive services that protect workers’ rights.
The agency reported handling 41,695 assistance requests from July to September.
These included 14,535 voice calls, 15,258 Facebook messages, and 11,902 emails, which generated a total of 42,589 queries, as some requests contained multiple questions.
The year-to-date volume of inquiries for 2025 reached 115,183.
Labor standards concerns remained the most frequent, with 22,042 queries, accounting for 72 percent of the total.
Top issues included final pay compliance with 5,071 queries, holiday pay computation with 2,457, new minimum wage guidelines with 1,653, 13th-month pay with 1,621, and due process in termination with 1,204 queries.
Under employment facilitation, the hotline received 5,649 queries on local job opportunities, followed by 355 on probationary rules, 323 on alien employment permits, 96 on the Government Internship Program, and 94 on workplace losses and damages.
For social protection matters, non-remittance of mandatory benefits accounted for 731 queries, followed by 401 on maternity leave and 241 on work-related accident or death benefits.
The hotline also received 173 queries on suspension and 67 on taxation.
The hotline logged over 300 positive feedback messages, with workers expressing gratitude for swift and professional assistance.
Many highlighted the helpfulness of action officers in providing guidance on labor advisories, benefits, and workplace procedures.
DOLE said the growing number of inquiries reflects stronger public trust in its frontline services and reaffirmed its commitment to deliver faster, more compassionate labor support.
