The well-attended anti-corruption rallies over the weekend have emboldened Bagong Henerasyon (BH) Party-list to renew its call for the abolition of unprogrammed funds in the national budget.
BH Party-list--represented by Congressman Robert Nazal in the current 20th Congress---said on Monday, Nov. 17 that recent events underscored the growing public demand for transparency, better governance, and stronger safeguards against corruption.
In a statement, the group said the demonstrations held Sunday — including the massive Iglesia Ni Cristo-led rally in Luneta and an anti-corruption gathering at the People Power Monument and EDSA Shrine — highlightex heightened calls for accountability in government spending.
“In moments like this, when the nation becomes increasingly aware of how easily public funds can be misdirected, concealed, or abused, one truth emerges with painful clarity: We must abolish unprogrammed funds immediately and permanently,” BH Party-list said.
“Every single peso belonging to the Filipino people must be fully tracked, traceable, and protected,” it added.
Nazal and former BH Rep. Bernadette Herrera, who have repeatedly pushed for the removal of unprogrammed appropriations, especially when the House of Representatives was deliberating on the proposed P6. 793-trillion national budget for 2026.
BH Party-list also reiterated support for a blockchain-style transparency system for the national budget.
“Moreover, we fully support a blockchain-style transparency system for the national budget – a public, immutable ledger where every allocation and amendment is recorded with a name, a timestamp, and a clear chain of accountability,” the group said.
“No more anonymous insertions. No more shadow authors. No more fine print to hide behind,” it added.
The group said transparency reforms must also extend to procurement. “This commitment to transparency must not stop there. Our entire bidding and procurement process requires a fundamental overhaul to ensure corruption finds no cracks to slip through."
“We can only move forward through complete transparency, rigorous scrutiny, and absolute integrity,” it pointed out.
“We owe this level of accountability to every hardworking Filipino taxpayer who believes their government should be fighting for them, not against them,” the party-list further said.
It continued, “We take this stand not out of anger or indignation, but out of a deep sense of service. The people deserve a budget they can absolutely trust, and a government that honors every centavo they contribute.”
Nazal earlier described unprogrammed funds as a “backdoor for discretionary spending” during budget deliberations. He said additional revenues should instead be handled through a supplemental budget.
Herrera previously said ending unprogrammed appropriations is critical to restoring public trust. “This is not just about numbers; it’s about integrity,” she said.
