'SOP': Zaldy Co says P25B worth of kickbacks went to PBBM

President Marcos received P25 billion worth of kickbacks from the P100-billion infrastructure projects he requested to be inserted at the last minute in the 2025 national budget.
Former Ako Bicol Party-list Rep. Zaldy Co made this claim in "part 2" of his series of video exposés against the Marcos admininsition. Uploded to his Facebook Saturday, Nov. 15, the video saw Co wearing the same clothes as part 1, which made the rounds online on Friday, Nov. 14.
"After po ng approval ng budget sa General Appropriations Act (GAA) of 2025, nagtanong po ako sa DPWH (Department of Public Works and Highways) kung magkano ang kailangan na ibigay sa Office of the President, o SOP (standard operating procedure) na bigayan," Co said in nealy five-minute long clip.
(After the approval of the GAA of 2025, I asked the DPWH how much needs to be given to the Officr of the President as SOP for payoffs.)
"Ang sinagot sa akin ay 25 percent. Ang ibig sabihin nito, 25 percent ng P100 billion ang SOP na kailangan ibigay kay BBM (Bongbong Marcos) mismo. In total, P25 billion ang napunta kay Pangulong Bongbong Marcos," he claimed.
(The answer I received was 25 percent. This means that 25 percent of P100 billion had to be given to BBM as SOP. In total, P25 billion went to President Bongbong Marcos.)
Co also recounted a prior conversartion with Department of Budget and Management (DBM) Secretary Amenah Pangandaman regarding P100-billion insertion during the Bicameral Conferennce Committee hearing on the 2025 budget.
"Sinabi pa ni Sec. Menah, everything is cleared with the President, basta ang impprtante pasok ang pondo na request ng Pangulo. The following day, sinabi ni Sec. Menah, approved na si Pangulong BBM sa lahat ng binawasan na ahensya, masaya na ang Pangulo dahil naipasok ang gusto niyang P100-billion insertion," Co said.
(Sec. Menah also said that everything is cleared with the President, as long as the important thing is that the funds requested by the President are included. The following day, Sec. Menah said that President BBM was already approved in all the agencies that were reduced, and the President was happy because the P100‑billion insertion that he wanted was included.)
Pictures of luggages
If Co's mere presence in the first video provided the shock value, in the second video, it was the slideshow of dozens of luggages that allegedly contained the kickbacks that gave this visual effect.
"Yung mga deliveries po ay mayroong record ang aking mga tao (My people have records of the deliveries)," he said.
"Wala pong perang napunta sa akin. Lahat po ng insertion napunta sa ating Pangulo at [former] Speaker Martin Romualdez (None of the money went to me. All of the insertions went to our President and former Speaker Martin Romualdez)," the ex-Committee on Appropriations chairman furthee claimed.
Consequently, Co said that the testomonies made by witness Orly Guteza during a Senate Blue Ribbon Committee hearing last September were actually true.
It was Guteza who first floated the "pera sa malata (money-filled luggage)" claim in connection with the flood control projects controversy.
"Ako lang at ang aking mga tao, sila Paul Estrada, Mark Tiksay at ang aking mga security ang nag-deliver papunta sa bahay nila Pangulong Bongbong Marcos at Speaker Martin Romualdez sa North Forbes Park, South Forbes Park, hanggang sa Malacañang," he said.
(It was only me and my people, Paul Estrada, Mark Tiksay, and my security who delivered to the houses of President Bongbong Marcos and Speaker Martin Romualdez in North Forbes Park, South Forbes Park, all the way to Malacañang. )
"Totoo po yung sinasabi ni Orly Guteza na nag-deliver siya sa Forbes Park. Totoo din po ang sinasabi ni Orly Guteza na nag-deliver siya sa Malacañang nung siya ay nasa Senado," he said.
(What Orly Guteza said about delivering to Forbes Park is true. What Orly Guteza also said about delivering to Malacañang when he was in the Senate is also true.)
"Para mapatunayan ang mga litrato ng deliveries, ay ialabas ko po together with this video (To prove the photos of the deliveries, I will release them together with this video)," Co said. He also teased a "part 3" to his video series.
It was not disclosed where the video was taken, as the ex-solon's current whereabouts remain unknown.
Last Sept. 26, Ako Bicol Party-list aides Mark Bunagan and Allan Colesio belied the testimony of Guteza in separate sworn statements.
Co resigned as Ako Bicol congressman last Sept. 29 amid calls for him to return to the country and face allegations regarding budget insertions and the flood control projects corruption scandal.
