Maya tapped by DICT to boost rider digital financial access

Homegrown fintech Maya has partnered with the Department of Information and Communications Technology (DICT) to expand its services to the delivery services sector by offering its platform for digital payments, including licensing, transactions, and rider payouts.
“Through this partnership, Maya will support Private Express and Messengerial Delivery Services (PEMEDES) operators and riders by providing access to secure digital payments for licensing, transactions, and rider payouts,” Maya said in a Nov. 13 statement.
DICT acts as the regulator of PEMEDES, which covers a wide range of delivery personnel, such as motorcycle riders, bikers, van operators, and foot messengers, as well as app-based delivery providers.
The expansion into the delivery sector forms part of the broader partnership between Maya and the DICT, which was formalized during the 2025 Singapore FinTech Festival. The deal aims to enhance e-government services and expand Filipinos’ access to digital financial tools.
Maya will also support private delivery operators and riders by offering access to “micro-savings, credit and insurance tools designed for delivery workers; rewards and incentives that encourage safe and compliant operations; and more traceable and secure transactions across delivery ecosystems.”
This integration into PEMEDES’ digital processes is expected to give riders and operators improved financial stability, protection, and access to essential financial services.
PEMEDES upgraded its system in August by launching an AI-powered digital portal for registration and licensing, replacing manual paperwork with faster onboarding, automated compliance, and stronger identity checks.
Under the deal, DICT and Maya are ramping up efforts to improve the speed and reliability of digital payments in the eGovPH app and across Maya’s ecosystem.
“By enabling seamless digital payments and expanding access to financial tools such as savings, credit, and insurance in the eGovPH app, we move closer to a future where government transactions are simple, secure, and truly accessible to all Filipinos,” DICT Secretary Henry Aguda said in a Nov. 13 statement.
Maya Group President and Maya Bank Co-Founder Shailesh Baidwan said he takes pride in delivering the financial layer that supports the DICT’s architecture for a modern digital government.
