LEGAZPI CITY – The provincial government of Albay has declared a state of calamity in the province due to the severe damage and disruption caused by super typhoon ‘’Uwan.’’
The declaration, published on Friday through Resolution No. 0225-2025, is effective Nov. 11.
Based on the resolution, Uwan severely impacted the province, bringing continuous heavy rainfall, strong winds, and widespread flooding, which “resulted in damage to infrastructure, agriculture, and private properties, as well as the disruption of basic services and the displacement of residents.”
Initial reports from the Albay Provincial Disaster Risk Reduction and Management Council (PDRRMC) and various Local Disaster Risk Reduction and Management Offices (LDRRMOs) indicate extensive damage to public and private infrastructure, destruction of crops and livestock, and loss of livelihood in several municipalities and cities within the province.
Cumulative effects of Uwan have made several areas unpassable, paralyzed essential public utilities such as power and water supply, and forced many families to evacuate to designated evacuation centers.
A province under a state of calamity allows local governments to utilize their Quick Response Fund (QRF) to implement price control measures and facilitate immediate relief, recovery, and rehabilitation efforts. (PNA)
