Meet the new BIR boss: Charlie Mendoza steps in after Lumagui's sudden exit

Charlito Martin “Charlie” Mendoza, a top-placing lawyer and licensed geodetic engineer, has been appointed by President Marcos as commissioner of the Bureau of Internal Revenue (BIR), the agency responsible for over 70 percent of government revenues.
Mendoza’s appointment is effective immediately and follows the sudden, unexpected departure of his predecessor, Romeo “Jun” Lumagui Jr. Lumagui, who is close to the Marcos family and the First Lady’s legal circles, stepped down despite the BIR consistently meeting its collection goals—a performance some noted was relative to a lowered target.
The leadership vacuum at the BIR comes after Lumagui enacted a senior management shuffle, including installing a new head for the Large Taxpayers Service (LTS), a unit that audits the country’s biggest corporations and is critical to revenue stability.
Mendoza moves to the BIR from the Department of Finance (DOF), where he served as undersecretary for the Revenue Operations Group, a post with oversight responsibility for both the BIR and the Bureau of Customs (BOC).
DOF sources identified Mendoza as a trusted associate of Finance Secretary Ralph G. Recto, noting he has occasionally been delegated to sit in for the finance chief on the influential Monetary Board of the Bangko Sentral ng Pilipinas.
An insider described Mendoza as a “solution-finder,” who effectively and independently cuts through problems to deliver results.
Mendoza's operational track record includes a stint at the BOC Port of Cebu from July 2019 to October 2022, where he reportedly led the port to achieve “record-breaking” revenue collection. Under his leadership, the Port of Cebu also became the first customs collection district to secure the ISO 9001:2015 quality management certification for its main and subports.
Academically, Mendoza holds a degree in Geodetic Engineering from the University of the Philippines. He earned his law degree from San Beda University, where he placed third in the 2004 Philippine Bar Exam.
Prior to his government service, he was a founding partner at the Palafox Patriarca Romero and Mendoza Law Firm.
