Iloilo City barangay officials questioned over DSWD cash aid deductions

ILOILO CITY — Several barangay officials in this city are under fire for allegedly deducting cash assistance given by the Department of Social Welfare and Development (DSWD) to qualified beneficiaries.
They allegedly never gave the full amount of P10,000 cash each to beneficiaries of the Assistance to Individuals in Crisis Situation (AICS) that covers burial, medical, food, or educational expenses.
The DSWD Central Office in Quezon City cited Barangay Quintin Salas in Jaro District after beneficiaries allegedly only received P2,000.
Barangay Captain Rizaline Martinez Delmo allegedly ordered the deduction of P8,000 from beneficiaries.
“The department strongly condemns this act, which directly deprives beneficiaries of full assistance to them,” said DSWD spokesperson Assistant Secretary Irene Dumlao in a statement.
The Manila Bulletin contacted Delmo for reaction on Thursday, Nov. 13. But according to the barangay clerk, Delmo has not physically reported to the barangay hall.
Aside from Barangay Quintin Salas, other barangays in Iloilo City are also facing similar allegations. Beneficiaries aired their grievances in various Iloilo news outlets. Some alleged that they only received P1,000 with the P9,000 taken by barangay officials.
The DSWD Central Office assured that they will investigate the allegations.
“We will immediately conduct an investigation to verify these reports and ensure that those responsible are held accountable in accordance with the law,” assured Dumlao.
The DSWD-6 under OIC Regional Director Joselito Estember reminded people to be vigilant of groups or individuals deducting financial aid or asking for their share.
“Indi pwede buhinan ukon kuhaan ang bulig nga inyo nabataon sang bisan sin-o (No one can deduct any amount regardless who it is),” the DSWD-6 advisory said.
DSWD-6 Information Officer Therese Fely Legaste said one resident filed a formal complaint while three others inquired if barangay officials are allowed to deduct the AICS.
No formal complaint has been lodged before the Department of the Interior and Local Government (DILG).
DILG-Iloilo City chief Oscar Lim assured that they will conduct an investigation and open to assisting DSWD if charges will be filed against erring barangay officials.
