Dynamic Learning Program expansion to help DepEd sustain education in typhoon-hit communities

To ensure the learning continuity of students affected by natural disasters through flexible and compassionate approaches, the Department of Education (DepEd) on Thursday, November 13, announced the nationwide expansion of the Dynamic Learning Program (DLP).
In the aftermath of Super Typhoon Uwan and Typhoon Tino, DepEd formally partnered with PLDT Inc., Smart Communications, Inc., and the Central Visayan Institute Foundation (CVIF) to broaden the implementation of the DLP as part of the agency’s long-term strategy for disaster-resilient education delivery.

Echoing President Marcos’ call for swift and effective action in helping typhoon-hit communities, DepEd Secretary Sonny Angara said the program is being deployed to ensure that education continues safely even amid recovery efforts.
“Ang kaligtasan ng mga bata ang unang isinasaisip natin (The safety of children is our top priority),” Angara said. “Pero kapag ligtas na ang mga mag-aaral at may pagkakataon, tuloy dapat ang pag-aaral (But once students are safe and there’s an opportunity, learning must continue),” he added.
Under the expanded rollout, the Dynamic Learning Program will serve as the primary Alternative Delivery Mode (ADM) for Junior High School students in affected areas.
Meanwhile, Learning Packets are being distributed to Kindergarten, Elementary, and Senior High School learners to support continued education both in schools and evacuation centers.
Flexible and independent learning for all learners
Developed by Ramon Magsaysay Awardees Dr. Chris Bernido and the late Dr. Marivic Carpio-Bernido, the CVIF-DLP promotes independent and self-directed learning through single-page Learning Activity Sheets (LAS) that break down complex lessons into manageable tasks.
For younger learners requiring closer guidance, DepEd has also made educational videos available for streaming and download, allowing parents and guardians to assist in home-based learning.
Partnership to strengthen nationwide education resilience
The collaboration with PLDT, Smart, and CVIF formalizes over a decade of cooperation in implementing the DLP. Since 2010, the program has trained more than 32,000 teachers and benefited over 1,000 schools across the country.
“The agreement with DepEd will widen access to this proven learning solution, which was conceptualized, tested, and proven effective right here in the Philippines,” said PLDT Chairman and Chief Executive Officer (CEO) Manuel V. Pangilinan.
DepEd confirmed that printed Learning Activity Sheets and Learning Packets are being distributed to affected communities, while digital copies remain accessible online for wider reach.
“Sa panahon ng kalamidad, hindi dapat maputol ang pag-asa at pagkatuto (In times of calamity, hope and learning must never be cut off),” Angara said. “Iyan ang pangako ng DepEd — na kahit anong unos, tuloy-tuloy ang edukasyon para sa bawat batang Pilipino (That is DepEd’s promise — that no matter the storm, education will continue for every Filipino child),” he added.
