MPD issues road closures, traffic rerouting ahead of INC rallies
The Manila Police District (MPD) on Tuesday, Nov. 11, issued a traffic management plan in preparation for the three-day anti-corruption demonstrations spearheaded by the Iglesia ni Cristo (INC), to be held from Nov. 16 to 18 at the Quirino Grandstand in Manila.
MPD spokesperson Maj. Philipp Ines earlier met with the media as he presented the police force's preparations for the upcoming rallies, including a traffic management plan designed to ease congestion in the city during the demonstrations.
The following roads and avenues will be closed from Nov. 16 to 18:
- Southbound lane of Roxas Blvd., from Katigbak Drive to P.
Ocampo
- Northbound lane of Roxas Blvd., from Pres. Quirino Ave. to
Katigbak Drive
- Northbound and Southbound of Bonifacio Drive, from Anda
Circle to Katigbak Drive
- Katigbak Drive and South Drive
- Independence Rd.
- P. Burgos Ave., from Roxas Blvd. to Taft Ave.
- Finance Road, from P. Burgos Ave. to Taft Ave.
- Ma. Orosa St., from P. Burgos to Kalaw Ave.
- Kalaw Ave., from Taft Ave. to Roxas Blvd.
- Roundtable (Palacio St. & Gen. Luna St.)
The MPD also issued a vehicle rerouting scheme for the affected dates:
- Vehicles coming from McArthur, Jones, and Quezon Bridges intending to utilize the southbound lane of Roxas Blvd. should take P. Burgos Ave. straight to Taft Ave. to point of destination.
- Vehicles coming from Ma. Orosa St. should turn right to UN Ave., to Taft Ave., to the point of destination.
- Vehicles coming from A. Mabini St. should turn right to UN Ave., to Taft Ave., to the point of destination.
- Vehicles coming from the U.N. Ave., intending to utilize Roxas Blvd., shall turn left to MH del Pilar St. to the point of destination.
- Vehicles coming from Bonifacio Drive should turn around at Anda Circle or may utilize A. Soriano
Ave. to point of destination.
- All vehicles coming from the Intramuros area should utilize Magallanes Drive and then turn right to P.
Burgos Ave. to point of destination.
- All trailer trucks/heavy vehicles coming from the Pasay area utilizing Roxas Blvd northbound should turn right to Pres. Quirino Ave. to point of destination. Light vehicles may use the Roxas Blvd. service road northbound.
- All trailer trucks/heavy vehicles coming from Mel Lopez Blvd. (R-10) going to Roxas Blvd. should turn left to Capulong straight to Yuseco St. to Lacson Ave. to point of destination. (old truck route)
Class suspensions and other preparations
Manila Mayor Francisco "Isko Moreno" Domagoso earlier announced the suspension of face-to-face classes in all public and private schools in the city on Nov. 17 and 18 to give way to the INC rally.
“I am ordering the suspension of face-to-face classes at all levels on November 17 and 18. All schools are advised to implement Alternative Delivery Mode, or ADM,” Domagoso said.
According to him, the city government will provide perimeter support, including traffic, parking, police, and medical assistance throughout the demonstrations to ensure order and public safety around the Luneta area.
A total of 14 ambulances will be stationed in key locations surrounding the venue for medical emergencies.
Meanwhile, the MPD will secure the outer perimeter and nearby streets, while Manila Traffic and Parking Bureau (MTPB) traffic enforcers will be deployed to manage vehicular flow during the three-day event.
Manila's Department of Public Services (DPS) will also be mobilized to maintain cleanliness, especially in areas where ambulant vendors are expected to gather.
The Philippine National Police (PNP) earlier said police forces in Metro Manila will be on the highest security alert status as part of its measures to ensure peace and order during the three-day protest action by the religious group starting on Nov. 16.
Around 300,000 are expected to attend the demonstrations.
