Mayor Isko commends career executives for sustaining government continuity

Manila City Mayor Francisco “Isko Moreno" Domagoso on Wednesday, Nov. 12, praised the country’s career executives for their professionalism and dedication, describing them as the backbone of the bureaucracy and a vital force in maintaining efficient governance beyond political transitions.
Speaking before more than a thousand members of the Career Executive Service (CES) community during the 2025 CES Lifelong Learning for Leadership Congress (CESCON) at The Manila Hotel, Domagoso underscored the critical role of Career Executive Service Officers (CESOs) in ensuring continuity, discipline, and stability in government operations.
Also present at the event were Executive Secretary Lucas Bersamin, Career Executive Service Board (CESB) Chairperson Dr. Urdujah Gaerlan Alvarado, CESO I, Executive Director Maria Marcy Cosare Ballesteros, CESO II, and other CESB officials.
Domagoso, who began his public service as a Manila councilor before becoming mayor of the nation’s capital, commended CESOs for exemplifying integrity, competence, and professionalism in their work.
He emphasized that the CES community has served as a stabilizing presence in government for more than five decades, ensuring the continuity of public service despite changes in political leadership.
The mayor noted that the values upheld by CES officials align with his administration’s governance principles in Manila, which focus on transparency, fiscal responsibility, and the restoration of public trust.
His leadership approach, he said, emphasizes effective and ethical public service as the foundation of sustainable reform.
Domagoso also expressed gratitude to the CES community for holding its 52nd founding anniversary celebration in Manila.
He encouraged participants to explore the city’s cultural and historical landmarks such as Intramuros, Fort Santiago, Binondo, and other heritage sites.
He further invited guests to experience Manila’s local food scene, particularly in the Tondo district, highlighting the city government’s efforts to promote clean and regulated street food as part of its tourism and economic development initiatives.
