Davao City Council OKs P15.8-B budget for 2026 on second reading

The Davao City Council led by acting Vice Mayor Rodrigo Duterte II approved on second reading on Tuesday, Nov. 12, the proposed P15.8-billion annual budget for 2026.
Councilor Danilo Dayanghirang, chairman of the Committee on Finance, Ways, and Means, reported that more than P13.6 billion of the total amount will go to the General Fund Proper.
Around P165 million will be allocated to Economic Enterprises, covering operations of public markets, slaughterhouse, Santa Ana Port, public cemeteries, the Davao City Recreation Center, and Magsaysay Park.
Over P2 billion was earmarked for the Development Fund to finance city infrastructure and social development initiatives.
Dayanghirang said the budget sustains Duterte-initiated programs and aligns with 12 priority areas, focusing mainly on poverty reduction, infrastructure development, solid waste management, health, education, and human resource development.
Other priorities include agriculture and agribusiness, business and industry support, transportation and traffic management, peace and order, disaster risk reduction and mitigation, good governance through innovations and ICT, and tourism development.
The spending plan is P1.5 billion or 10.76 percent higher than the 2025 budget of P14.3 billion.
Duterte commended the council’s teamwork and reaffirmed the city’s commitment to transparency and accountability as the budget moves closer to approval.
“I welcome the passage of our city’s 2026 annual budget on second reading and thank my colleagues in the Sangguniang Panlungsod for their continued support and cooperation,” Duterte said.
Duterte said this budget is more than just numbers. “It represents the collective commitment to continue the Duterte legacy of good governance, transparency, and genuine public service.”
He added that as the measure advances to its third and final reading before submission to acting Davao City Mayor Sebastian Duterte for signing, the city government remains dedicated to funding programs that directly uplift the people of the city, from health and education to infrastructure, livelihood, and social protection.
The budget is scheduled for third and final reading next week before being transmitted to the Office of the City Mayor for approval.
