'Uwan' weakens outside PAR; strong winds still felt in Northern Luzon

Typhoon Uwan (international name Fung-wong) has weakened into a severe tropical storm while remaining outside the Philippine Area of Responsibility (PAR), but strong winds continue to affect parts of Northern Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Tuesday, Nov. 11.
As of 11 a.m., the center of Severe Tropical Storm Uwan was estimated 370 kilometers west-northwest of Calayan, Cagayan, or outside PAR.
It was moving north-northwestward at 10 kilometers per hour (kph) with maximum sustained winds of 110 kph near the center and gustiness of up to 135 kph.
PAGASA said Uwan has weakened due to unfavorable environmental conditions and is expected to continue losing strength throughout the forecast period.
It is projected to follow a recurving path, turning northward Tuesday, then northeastward from Tuesday evening until Thursday morning, Nov. 13, and eventually eastward by the end of the forecast period.
PAGASA said Uwan may re-enter PAR on Wednesday evening, Nov. 12, as it makes landfall over the southwestern coast of Taiwan.
It will then move toward the waters near the Ryukyu Islands by Thursday, where it is likely to weaken further into a remnant low or low-pressure area by Friday, Nov. 14.
Despite its exit from PAR, PAGASA said strong to gale-force winds may still be felt over several areas in Northern Luzon.
Tropical Cyclone Wind Signal No. 2 remains hoisted over Batanes and the western portion of Ilocos Norte (Sarrat, Paoay, Bangui, Burgos, Bacarra, Currimao, Pasuquin, San Nicolas, and Laoag City), where minor to moderate impacts from gale-force winds are possible.
Meanwhile, Signal No. 1 is still raised over the following areas where minimal to minor impacts from strong winds are possible: northern and central portions of Cagayan (Piat, Santo Niño, Camalaniugan, Tuao, Lal-Lo, Pamplona, Gonzaga, Alcala, Amulung, Santa Teresita, Buguey, Solana, Rizal, Santa Ana, Claveria, Gattaran, Iguig, Lasam, Aparri, Ballesteros, Abulug, Allacapan, Sanchez-Mira, Santa Praxedes, and Baggao), including Babuyan Islands, Apayao, Abra, and Kalinga, western portion of Mountain Province (Besao, Tadian, Sagada, Bauko, Sadanga, Bontoc, and Sabangan), northwestern portion of Benguet (Bakun, Kibungan, Kapangan, and Mankayan), the rest of Ilocos Norte, Ilocos Sur, northern and central portions of La Union (Luna, Caba, Santol, Bauang, City of San Fernando, San Juan, Bagulin, Bangar, San Gabriel, Burgos, Naguilian, Bacnotan, Sudipen, and Balaoan); and western portion of Pangasinan (Bani, Bolinao, Anda, and Agno).
