Quezon City boosts climate action with new green building code

Quezon City Mayor Joy Belmonte led on Tuesday, Nov. 11, the launching of the Green Building Code of 2025 to sustain building practices and renewable energy. 

The new code aims to reinforce the 2009 Green Building Ordinance, aligning with the targets set by the Enhanced Local Climate Change Action Plan 2021-2050 and the Philippine Green Building Code. 

“The increasing temperatures has affected our constituent's health and livelihood. As the city government, it is our duty to uphold the rights of the people to a balanced and healthful ecology,” Mayor Belmonte said. 

“Through the QC Green Building Code of 2025, we hope to make establishments more liveable, comfortable, and more resilient. It would help us mitigate the harmful effects of global climate change while ensuring the safety and well-being of the residents,” she added. 

Deputy Head of Mission Mike Welch and C40 Regional Director for East Southeast Asia and Oceania Murali Ram were also present during the event.

The program is supported by the C40 Cities’ Urban Climate Action Programme (UCAP) through its Climate Action Implementation (CAI) component. It also receives technical help from C40 Cities and funding from the UK Foreign, Commonwealth and Development Office (FCDO).

Quezon City, which has  a population of 3.2 million and an area of 160 square kilometers, faces a big challenge in reducing energy use in buildings. 

These buildings make up 60 percent of the city’s total greenhouse gas emissions, which amount to 7,087,064 tCO2e. 

The new Green Building Code is an important part of the city’s plan to update its policies, expand the use of solar energy, and promote sustainable construction in all sectors.

The launch of the Quezon City Green Building Code of 2025 had three main goals -- first, to raise awareness about the new code and its features; second, to encourage teamwork among government agencies, businesses, community leaders, and experts; third, to share knowledge, good practices, and solutions to common challenges in climate action and green building development.

With the new code, the city expects to cut electricity use by 12 percent, or about 714 to 900 gigawatt-hours a year, by 2030. This could lower electricity bills for condominium residents by one-third to one-half.

The city also expects to avoid 0.56 to 0.67 million tons of carbon emissions every year by 2030,which is equivalent to removing about 120,000 cars from the road.
