'Uwan' renders 31 roads impassable, 8 partly open across regions—DPWH

At least 31 national roads remain closed and eight others partially passable across several regions due to flooding and landslides caused by tropical cyclone 'Uwan,' the Department of Public Works and Highways (DPWH) said Monday, Nov. 10.
In the Cordillera Administrative Region, three major roads remain blocked—the Apayao (Calanasan)–Ilocos Norte Road in Barangay Tanglagan, Calanasan, Apayao, due to high water elevation, and the Kalinga–Abra Boundary Road in Balbalan, Kalinga, as well as the Abatan–Mankayan–Cervantes Road in Mankayan, Benguet, due to soil and rock collapse.
In Metro Manila, severe flooding has rendered several areas in Navotas City impassable, including portions of C-4 Road at M. Naval Street, M. Naval Street leading to the City Hall, and Gov. A. Pascual Avenue from A. Leongson Street to Policarpio Street.
In Region 1, the Pangasinan–Nueva Vizcaya Road remains closed as a precautionary measure, while in Region 2, the Cabagan–Sta. Maria Overflow Bridge in Isabela, the Nueva Vizcaya–Pangasinan Road in Sta. Fe, and the Cagayan–Apayao Road in Piat, are not passable due to high water levels.
The Basco–Mahatao–Ivana–Uyugan–Imnajbu Road in Batanes also remains closed after its temporary section sustained heavy damage.
In Region 3, road closures were reported in Aurora and Nueva Ecija, including the Baler–Casiguran Road (Baler–Dinadiawan Section) in Barangay Gupa, Dipaculao, due to storm surge and debris, and the Sagana Bridge Detour Road along the Jct. Tablang–Gabaldon Road in Laur due to a damaged detour section.
In Region 4A, the Jct. MSR Old Zigzag Road in Quezon Province remains obstructed by fallen trees.
Region 5 recorded the highest number of affected routes, with 15 road sections closed in Camarines Norte and Camarines Sur, including portions of the Maharlika Highway, Daet Airport Road, Daet–San Vicente–San Lorenzo Circumferential Roads 1 and 2, R. Andaya Highway in Ragay, Sipocot–Cabusao Road, Panganiban Road in Naga City, Jct. Teres–Garchitorena Road, Speaker Arnulfo “Noli” Fuentebella Road, San Rafael–Mampirao–San Jose Road, Lagonoy–Presentacion Road, Maharlika Highway (Nabua Poblacion), and Tigaon–Goa–San Jose–Lagonoy–Guijalo Road via San Vicente Road (Tigaon–Lagonoy Section).
Other affected routes include the Maligaya–Caramoan Road and the Baao–Iriga City–Nabua Road, which were damaged by flooding and fallen trees.
In Region 12, the SNA–Lebak–Kalamansig Road in Sultan Kudarat is closed due to landslide and mudflow.
Meanwhile, eight road sections remain partially passable, with vehicle restrictions due to flooding and structural damage.
These include the NRJ Villa Sur–San Pedro–Cabua-an–Ysmael–Disimungal Road in Quirino, Calamba–Sta. Cruz–Famy Junction Road in Laguna, Naga City Boundary–Calabanga–Balongay Road, and Naga City–Carolina–Panicauson Road in Camarines Sur, along with intermittent sections of the Catanduanes Circumferential Road.
In the Visayas, the Maharlika Highway in Southern Leyte is open only to light vehicles due to scouring on bridges, while in Northern Samar, sections of the Pob. Trujillo Road in Bobon and the Bugko–Nenita–Mirador–Cagpanit-an–De-Maria–San Jose Road in Mondragon are partly open due to flooding and fallen utility posts.
The DPWH said its Disaster and Incident Management Teams (DIMT) continue clearing operations in coordination with local government units.
Motorists were advised to exercise caution and monitor traffic advisories as restoration work on affected routes continues.
