Typhoon 'Uwan' knocks out power to 2.9-million residents, consumers

The National Electrification Administration (NEA) reported that roughly 2.9 million residents and consumers are experiencing power outages following the impact of Super Typhoon “Uwan.”
In a situational report released Monday, Nov. 10, at 8:30 a.m., NEA reported that communities in Aurora, Bicol, Nueva Ecija, Nueva Vizcaya, Northern Samar, Samar, and Quirino face downed power lines.
Twenty electric cooperatives (ECs) had previously declared a state of total power interruption.
The latest monitoring showed 34 ECs remain without power, while 32 affected ECs are now operating normally.
The First Catanduanes Electric Cooperative (Ficelco) encountered power disruptions due to flooding in Catanduanes and is actively working to restore electricity, according to NEA Administrator Antonio Almeda.
“We ask for a bit of understanding and patience. It is not easy to bring electricity back after a typhoon passes,” Almeda said. “Everything will be inspected, and the electric cooperatives will conduct line assessments to ensure safety, particularly for meters under floodwaters. They’re carrying out thorough inspections to prevent accidents.”
As of 9 a.m., the National Grid Corporation of the Philippines (NGCP) reported 32 unavailable transmission lines, affecting 32 ECs across Luzon and Visayas.
The grid operator also reported that two 138-kilovolt (kV), eight 230-kV, two 350-kV, and one 500-kV lines are unavailable.
The NGCP is actively repairing its transmission infrastructure, with nine power lines restored. However, 44 transmission lines still await proper restoration works from line crews.
The NGCP concluded: “Please note that loss of power may be caused by affected transmission facilities of NGCP or distribution facilities of local distribution utilities or electric cooperatives. Specific cities and municipalities affected by the power interruptions are determined by concerned Distribution Utilities, unless the outage affects the entire franchise area.”
