The Philippine Ports Authority (PPA) has suspended the collection of Roll-On/Roll-Off terminal fees for all vehicles designated to deliver rescue equipment and essential relief goods to areas affected by super typhoon “Uwan”.
PPA General Manager Jay Daniel Santiago said the order covers all vehicles transporting officially consigned government-owned rescue equipment or relief cargo bound for affected areas.
“This in support of the national government’s disaster relief and recovery operations. The waiver applies regardless of vehicle ownership, provided that the shipment forms part of authorized operations by national government agencies, local government units (LGUs), or other government instrumentalities engaged in disaster response,” said Santiago.
“This also reflects the PPA’s continued commitment to ensuring the swift and unhampered transport of much-needed supplies and equipment to affected communities,” he added.
Several roads were rendered impassable due to the damage brought by “Uwan”, while some road networks were also blocked by debris brought by strong winds, landslides and flooding.
As some airports were also temporarily closed down, the fastest way to deliver government assistance is through sea travel.
Aside from mainland Luzon, “Uwan” also left a trail of destruction in Eastern Visayas and the province of Catanduanes in Bicol.
Santiago said the suspension of the collection of terminal fees is a big help to ensure fast and hassle-free movement of assistance to typhoon victims.
“This will ensure that life-saving equipment and essential supplies reach affected communities without delay. Waiving terminal fees for vehicles carrying government rescue and relief cargo is part of our commitment to expedite assistance and recovery operations,” said Santiago.
He said all PPA Port Management Offices (PMOs) have been instructed to prioritize vehicles in the queueing and loading process, ensure the proper and complete documentation of each transaction, including the name of the consigned agency, nature of cargo, vehicle plate number, and port of destination.
Santiago, however, said the PPA will continuously coordinate with the Department of Social Welfare and Development (DSWD), Philippine Coast Guard (PCG), Office of Civil Defense (OCD), and concerned LGUs to verify the legitimacy of relief operations.
“The PPA remains on full alert and continues to extend logistical support to facilitate the efficient delivery of aid and government resources to affected regions, reaffirming its role as a vital partner in the country’s disaster response and recovery efforts,” said Santiago.
