Obando dike found substandard after Typhoon Uwan damage, officials say

OBANDO, Bulacan -- Mayor Ding Valeda and the Municipal Disaster Risk Reduction and Management Office (MDRRMO) discovered during their inspection on Monday, Nov. 10, that the dike damaged by heavy rains from typhoon “Uwan” had been poorly constructed.
Mayor Valeda said that the initial assessment of the MDRRMO and the Municipal Engineering Office indicated that the dike needs reinforcement to withstand prolonged flooding and recurring surges in water levels or high tide.

A thorough structural evaluation is currently underway on each segment of the dike. This includes examining the integrity of the cement and steel, identifying eroded sections, and measuring the thickness of the embankment base according to standard safety parameters.
The goal is to produce a detailed engineering report that will serve as the basis for both immediate repair and long-term rehabilitation of the entire structure. Valeda said these steps are anchored on the technical recommendations of their experts and disaster response teams.
A meeting with the Sangguniang Bayan, Municipal Engineering Office, and MDRRMO was held to allocate the necessary funds for immediate rehabilitation and preventive measures within the local government’s capacity.
He noted that they have repeatedly conveyed and followed up on their request with the Department of Public Works and Highways (DPWH) for the comprehensive rehabilitation of the dike. “We remain hopeful that this will be given priority soon so that our protection against flooding will be stronger and more stable,” Valeda added.
In the meantime, the Municipal Government of Obando is already taking steps to repair the damaged portions of the dike using its own resources while awaiting more extensive action from the DPWH.
Aside from Obando, many villages in the province were also flooded by storm Uwan. These include areas in the cities of Malolos, Meycauayan, and San Jose del Monte, as well as the towns of Angat, Balagtas, Bocaue, Hagonoy, Calumpit, Marilao, Paombong, Norzagaray, San Miguel, and Santa Maria, where over 200 families were evacuated to temporary shelters due to the sudden overflow of rivers.
