House Speaker Faustino "Bojie" Dy III says Filipinos must think of the "worst case scenario" when it comes to preparing for Typhoon "Uwan".
In a statement Saturday morning, Nov. 8, Dy didn’t mince words about the threat of Uwan, even as a lot of Filipinos continued to reel from the heavy rains and flash floods caused by Typhoon "Tino".
"Habang papalapit ang Severe Tropical Storm Uwan, nananawagan tayo sa ating mga kababayan na maging handa, magkaisa at huwag magpakampante (As Severe Tropical Storm Uwan approaches, we call on our fellow citizens to be prepared, united, and not complacent)," he said.
"Nananawagan tayo sa lahat na maghanda na ngayon pa lamang. Dapat nating isaalang-alang ang 'worst case scenario' upang makapaghanda nang mabuti at makagawa ng mga hakbang na makapagliligtas ng buhay. Mas mainam na sobra ang pag-iingat kaysa magsisi kapag huli na," said the House leader.
(We urge everyone to prepare as early as now. We must consider the worst-case scenario so we can prepare properly and take steps that can save lives. It is better to be overly cautious than to regret when it’s too late.)
Dy told Filipinos to cooperation is crucial to ensure everyone’s safety from the latest typhoon.
"Hinihikayat natin ang lahat, lalo na ang mga nasa mabababang lugar at baybaying dagat, na makinig at sumunod sa mga abiso ng mga otoridad. Kung ipag-utos ang paglikas, agad itong sundin para sa inyong kaligtasan," he said.
(We encourage everyone, especially those in low-lying areas and coastal zones, to listen to and follow the authorities’ advisories. If evacuation is ordered, follow it immediately for your safety.)
The Isabela 6th district congressman said essential needs such as flashlights, water, food, and medicine must be readied. He also asked Filipinos to stay alert for announcements and warnings from authorities.
As per the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the storm is expected to hit Northern and Central Luzon, and may make landfall as a Signal No. 5 typhoon—the highest category. PAGASA says is considered a l"ife-threatening storm" that may cause severe damage, power outages, and disruption of essential services.
Dy said: "Nananawagan din tayo ng mahigpit na pagtutulungan sa pagitan ng mga pambansang ahensya, mga lokal na pamahalaan at mga barangay sa buong Northern at Central Luzon—kabilang ang ating lalawigan ng Isabela—upang matiyak ang maagap, maayos, at epektibong pagtugon bago, habang, at pagkatapos ng bagyo."
(We also call for strong collaboration between national agencies, local governments, and barangays across Northern and Central Luzon—including our province of Isabela—to ensure prompt, orderly, and effective response before, during, and after the storm.)

"Siguraduhin nating may sapat na impormasyon, suporta, at tulong ang mga nasa pinakamaaapektuhang lugar. Kailangang maramdaman ng ating mga kababayan na hindi sila nag-iisa sa panahong ito ng panganib," Dy further said.
