Muntinlupa launches PH's first citywide early warning system for the deaf
The Muntinlupa City government launched the country’s first citywide early warning system for the deaf.
Called the Early Warning System for the Deaf (Beacon Light), it is an innovative visual alert system designed to make emergency information accessible to everyone, including the deaf.
Muntinlupa is the first city in the Philippines to implement a citywide system of its kind as part of its inclusive disaster preparedness.
The system is spearheaded by the Muntinupa Department of Disaster Resilience and Management and uses multi-colored LED beacon lights to convey color-coded alerts for various hazards such as tropical cyclones, earthquakes, and other emergencies.
Once an emergency is detected, the system is activated, flashing distinct light signals that correspond to specific disaster types.
The Beacon Light colors are red, blue, pink, violet, green, yellow and white.
Mayor Ruffy Biazon, who led the launch together with Muntinlupa Rep. Jimmy Fresnedi, said the project reflects the city’s mission to make preparedness inclusive and responsive to the needs of all Muntinlupeños.
“Preparedness should be inclusive. Through this first-of-its-kind system, we’re making sure that every Muntinlupeño, especially those who cannot hear sirens or public announcements, receives life-saving warnings when it matters most,” he said..
A total of 20 Beacon Lights have been installed in key locations, including schools, health centers, and major thoroughfares across the city as part of the pilot phase.
Expansion plans are underway in partnership with the Persons with Disability Affairs Office (PDAO) to extend coverage to more communities.
The new system complements Muntinlupa’s 17 existing Early Warning System sirens that deliver audible alerts citywide during emergencies.
Fresnedi lauded the initiative as a model of inclusive governance and disaster readiness, saying, “Muntinlupa once again leads by example in ensuring that every sector of society is seen, heard, and protected.”
“This project is a statement that Muntinlupa’s disaster resilience is not only about infrastructure—it’s about inclusion,” said Dr. Erwin Alfonso, head of DDRM.
