DILG and PhilHealth honor Manila LGU for outstanding medical, social service initiatives

The Department of the Interior and Local Government (DILG) and the Philippine Health Insurance Corporation (PhilHealth) gave due recognition to the Manila city government for its noteworthy programs and initiatives in social welfare, child protection, women’s safety, and universal health care.

Manila Mayor Francisco "Isko Moreno" Domagoso said the city received four major awards from the two bodies, with two of the distinctions conferred by the DILG–National Capital Region during the 2025 Urban Governance Exemplar Awards. 

"The Manila Department of Social Welfare (MDSW), headed by City Social Welfare Officer Jay Dela Fuente, was cited for Ideal Functionality of its Local Council for the Protection of Children (LCPC) for Performance Year 2024 and as Top Performer in the functionality audit of the Local Committee on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) for 2025. Both awards highlighted the city’s consistent effort to protect vulnerable sectors and strengthen coordination among local agencies in the delivery of child and family welfare services. DILG–NCR Regional Director Maria Lourdes Agustin commended the city for maintaining high standards of governance and responsiveness in implementing social protection programs," Domagoso said.

PhilHealth also awarded two distinctions to the Manila Health Department (MHD), under the leadership of OIC-City Health Officer Dr. Grace Padilla.

"The city was named PhilHealth–UHC Champion in Governance for its partnership with PhilHealth NCR North and its strong support for the rollout of the National Health Insurance Program under the Universal Health Care (UHC) law. Manila likewise received the PhilHealth YAKAP Award for Highest Compliance Rate among Government Employers, citing the city for having the largest number of employees and dependents enrolled under the Yakap ng Kalusugan sa Pamahalaan initiative as of September 2025," Domagoso noted.

The mayor explained the awards given to the city's offices reflect the city government's broader mission of efficient, compassionate, and accountable governance.

"Ang mga pagkilalang ito ay bunga ng malasakit ng mga kawani ng pamahalaang lungsod para sa ating mga kapwa Batang Maynila. Hangad nating mapanatili ang isang lungsod na may puso, maayos na pamamahala, at malasakit sa serbisyo (These recognitions are the result of the city government staff's concern for our fellow Batang Maynila. We strive to maintain a city with a heart, good governance, and a commitment to service)," the local chief executive stressed.
