Buhawind Energy, Mingyang to pursue 2-GW offshore wind study in Ilocos Norte

Yuchengco-led Buhawind Energy Northern Luzon Corp. (BENLC) has partnered with China-based Mingyang Smart Energy Group Ltd. to conduct a feasibility study (FS) on the planned offshore wind (OSW) project in Ilocos Norte province.
In a disclosure to the Philippine Stock Exchange (PSE) on Friday, Nov. 7, BENLC said its memorandum of understanding (MOU) with Mingyang will assess the suitability of Mingyang’s OSW turbine models and technologies for the ocean and weather conditions in Ilocos Norte.
Estimated to have a two-gigawatt (GW) capacity, BENLC would also study the annual energy yield of the project, as well as evaluate the project cost based on the turbine models to be utilized and their experience in OSW development.
BENLC President F.G. Delfin Jr. welcomed this partnership, as Mingyang is considered to be China’s third-largest wind turbine manufacturer, which could signal OSW opportunities in north Philippines.
“We are excited to work with Mingyang, one of the world’s leading innovators in OSW turbine technology and development. Along with our ongoing site wind measurement surveys and environmental impact studies, this cooperation with Mingyang will contribute significantly in de-risking the project further and identifying pathways for viable commercial development. Both parties accept the long-term nature of OSW development, and we clearly recognize the enormous technical, commercial, and infrastructure challenges that need to be overcome,” he said.
Liu Wenhao, vice president for global business at Mingyang, expressed optimism as they would embark on an FS that could generate thousands of megawatts worth of clean energy capacity.
“The central government of the Philippines has demonstrated strong commitment and ambition in advancing large-scale OSW projects, including floating technology, and Mingyang is honored to have this opportunity to contribute to this commendable undertaking,” Wenhao said.
“Together with BENLC, we will conduct a comprehensive FS for the floating system and local infrastructure conditions. This will enable Mingyang to develop and offer a site-specific floating solution, along with tailored engineering and full life-cycle O&M [operations and maintenance] services,” the executive added.
BENLC’s OSW projects have gained certifications earlier this year, such as the certificate of energy project of national significance (CEPNS) from the Department of Energy (DOE), and a certificate of registration from the Bureau of Customs (BOC) to be considered as an accredited importer.
Mingyang, meanwhile, deployed 12 GW of new turbines in 2024 and delivered the world’s first anti-typhoon floating wind turbine in China. It is also operating its integrated floating prototype, Ocean X.
