The Movie and Television Review and Classification Board (MTRCB) proudly commemorated its 40th Founding Anniversary on Oct. 15, celebrating an impressive four decades marked by unwavering integrity, dedicated public service, and robust collaborations with the vibrant Philippine film and television industry.
This momentous event brought together key government officials and luminaries from the media and entertainment industries, including Executive Secretary Lucas P. Bersamin, Senate President Vicente “Tito” Sotto III, along with influential figures such as network executives, cable TV operators, cinema owners, directors, producers, distributors, and artists. The atmosphere buzzed with excitement, as a shared history of creativity and responsibility filled the room.
In his address, Bersamin commended the MTRCB for its unwavering commitment to integrity, highlighting its crucial role as a vital partner within the Philippine media landscape. “For four decades, the MTRCB has stood as the vigilant guardian of decency, accountability, and excellence in Philippine media and entertainment,” he stated.
“As we navigate a multimedia environment increasingly dominated by streaming services, social media, and global content, the MTRCB’s role is more crucial than ever in guiding both creators and viewers.”
MTRCB Chairperson and CEO Lala Sotto reiterated the Board’s unwavering commitment to striking a balance between freedom of expression and the sacred duty of protecting Filipino audiences. “We strive to support the flourishing of the creative industry while safeguarding our viewers, particularly our children,” she asserted. “However, we also recognize that with great freedom comes significant responsibility; creativity has the profound power to shape minds and influence societal norms.”
Sotto further highlighted the MTRCB’s adaptability in a rapidly changing media landscape by extending its efforts beyond traditional platforms and forming partnerships with digital and streaming giants, as well as global industry organizations. “We continue to learn from international best practices, embracing a ‘safety by design’ philosophy,” she explained. “This approach ensures our advocacy remains relevant and effective in the way Filipinos engage with content today.”
Reflecting on the evolution of Philippine media, esteemed TV network executive and actress Charo Santos-Concio shared her heartfelt appreciation for the MTRCB’s role over the decades.
“Throughout these years, the MTRCB has been a constant presence—a steadfast gatekeeper, a moral champion, and a guiding compass of standards we strive to uphold,” she remarked.
She emphasized that the Board’s diligent decision-making has defined the boundaries of what is acceptable, beneficial, or harmful for audiences.
“The content ratings we see on our screens—G, PG, SPG—are not just regulations; they are opportunities to empower families to make informed choices for their children. They spark essential conversations about difficult truths, real-life experiences, and the values we wish to instill in audiences,” Santos-Concio added insightfully.
Irene Jose, president of the Cinema Exhibitors’ Association of the Philippines, conveyed her gratitude for the MTRCB’s unwavering support of the cinema and film industry. “Over the years, we have come to regard the MTRCB not merely as a regulator but as a genuine partner; someone we can collaborate with, learn from, and rely on for guidance,” she noted.
Additionally, Negros Occidental 3rd District Rep. Javi Benitez recounted the positive ripple effects of the MTRCB’s “Responsableng Panonood” campaign in his community.
“When the ‘Responsableng Panonood’ seminar came to Victorias in 2023, it drew nearly 200 parents, teachers, and community leaders, engaging them in meaningful discussions on responsible media consumption,” he reminisced, recalling his time as mayor of Victorias City.
“A year later, we solidified our partnership through a memorandum of understanding. The outcomes were inspiring, with local schools reporting a noticeable decline in incidents of bullying and aggression among children, highlighting the power of responsible media habits in nurturing emotional wellbeing and empathy.”
Sotto noted that these results serve as a compelling testament to the effectiveness of the MTRCB's campaign in encouraging parents to adopt responsible viewing practices.
“The Board acknowledges the quintessential role of parents in shaping their children's viewing choices. Through our PROTECT initiative, we are committed to reminding families that while the government and industry share regulatory responsibilities, the most vital guidance comes from home,” she emphasized.
The MTRCB honored the contributions of its former chairpersons, board members, and industry partners, whose unwavering dedication has significantly shaped the agency's mandate since its inception in 1985, as outlined in Presidential Decree No. 1986.
As the MTRCB marks this historic milestone, it reaffirms its mission to protect Filipino audiences, uphold integrity, and foster stronger partnerships with stakeholders, all in an effort to build a responsible and inclusive Philippine entertainment industry for future generations.
