DICT signs Konektadong Pinoy Act IRR to deliver faster, cheaper internet for all Filipinos by 2028

The Department of Information and Communications Technology (DICT) on Wednesday, November 5, announced that it has officially signed the Implementing Rules and Regulations (IRR) of the Konektadong Pinoy Act — marking a historic step toward ensuring that every Filipino has access to fast, reliable, and affordable internet.
In a statement, the DICT said the signing fulfills President Ferdinand R. Marcos Jr.’s directive to build a digitally connected nation under the “Bagong Pilipinas” vision.
Leading the ceremony was DICT Secretary Henry R. Aguda, joined by key officials from partner agencies: Secretary Arsenio M. Balisacan (Department of Economy, Planning, and Development), Secretary Vivencio B. Dizon (Department of Public Works and Highways), Secretary Juanito Victor C. Remulla (Department of the Interior and Local Government), Acting Secretary Giovanni Z. Lopez (Department of Transportation), Commissioner Ella Blanca B. Lopez (National Telecommunications Commission), and Chairperson Michael G. Aguinaldo (Philippine Competition Commission).

Under the new IRR, the government aims to open the telecommunications market to more internet service providers, strengthen competition, and streamline the permitting process to lower connection costs.
A key feature of the IRR is the “Dig Once Policy,” which mandates the simultaneous installation of fiber optic cables during public infrastructure projects — reducing both time and expenses.
“Ang Konektadong Pinoy ay hindi lang proyekto ng gobyerno, kundi pangako ng Bagong Pilipinas na walang Pilipinong maiiwan offline (‘Konektadong Pinoy’ is not just a government project but a promise of the New Philippines that no Filipino will be left offline),” Aguda said.
The DICT expressed its gratitude to the authors and sponsors of the law, including Senators Alan Peter Cayetano, Imee Marcos, Sherwin Gatchalian, Grace Poe, Ramon Revilla Jr., Juan Miguel Zubiri, Joel Villanueva, Raffy Tulfo, Lito Lapid, Jinggoy Estrada, and Loren Legarda, as well as Representatives Toby Tiangco and Kiko Benitez, among other lawmakers, for their continued support in advancing the country’s digital transformation.
Aguda also announced that, with assistance from the Australian Government through the Partnerships for Infrastructure (P4I) program, the DICT has completed the national mapping of fiber cables across the Philippines.
This mapping initiative, done in partnership with the private sector, will accelerate the country’s fiberization efforts and further reduce connectivity costs.
With the IRR now in place, the DICT is set to roll out programs that will bring fiber internet to every household and realize the President’s goal of nationwide, affordable, and high-speed connectivity by 2028.
“Walang Pilipinong maiiwan offline (No Filipino will be left offline),” the DICT said. “Sa pamamagitan ng kolektibong pagsisikap ng bawat isa, patuloy nating pinapalakas ang ating bansa sa digital na era (Through the collective efforts of everyone, we continue to strengthen our nation in the digital era),” the department added.
