PAGASA: LPA outside PAR could become tropical cyclone within 24 hours

While Typhoon Tino (Kalmaegi) continues to lash parts of the country with heavy rains and gusty winds, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday, Nov. 4, warned that the low-pressure area (LPA 11a) to the far east of northeastern Mindanao, currently outside the Philippine Area of Responsibility (PAR), now has a “high chance” of developing into a tropical depression within 24 hours.
The LPA formed on the afternoon of Nov. 3 and was initially given a “medium potential” to develop into a tropical cyclone. Its chances of intensifying have since increased as it continues to show signs of strengthening.
PAGASA weather specialist Chenel Dominguez said the LPA was located 2,165 kilometers east of northeastern Mindanao around 4 a.m. on Tuesday.
She said the weather disturbance is not expected to directly affect the country and is unlikely to enter the PAR within the next 24 hours.
However, PAGASA continues to closely monitor the weather disturbance for possible development and impacts in the coming days.
If it enters the PAR as a tropical cyclone, it will be given the local name “Uswan.”
Meanwhile, PAGASA said Typhoon Tino, last spotted over the coastal waters of Cebu, continues to bring stormy weather to Palawan, Western Visayas, Negros Island Region, and Central Visayas.
Rains with gusty winds may also affect Eastern Visayas, Northern Mindanao, Albay, Sorsogon, Masbate, Oriental Mindoro, Occidental Mindoro, Marinduque, and Romblon.
PAGASA said the typhoon’s trough, or extension, may cause cloudy skies with scattered rains and thunderstorms over the rest of Mindanao and the Bicol Region.
Likewise, the shear line, a weather system formed by the collision of cold winds from the northeast monsoon (amihan) and warm air from the easterlies, may bring cloudy skies with scattered rains and isolated thunderstorms over Metro Manila, Cavite, Laguna, Batangas, Rizal, Quezon, Isabela, and Central Luzon.
The amihan may also bring cloudy and rainy conditions to the Ilocos Region, the Cordillera Administrative Region, and the rest of Cagayan Valley.
PAGASA advised residents in the affected areas to remain alert for possible flooding and landslides.
