Signal No. 4 hoisted over parts of Caraga due to 'Tino'

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) raised Tropical Cyclone Wind Signal No. 4 on Monday afternoon, Nov. 3, as Typhoon Tino (international name: Kalmaegi) maintained its strength while moving westward toward the eastern part of the country.
Residents in areas under tropical cyclone wind signals are advised to prepare for strong winds and take precautionary measures to protect life and property.
PAGASA explained that the higher the wind signal, the stronger the winds and the greater the potential damage.
In its 2 p.m. bulletin, the agency raised Signal No. 4 for the first time for this weather disturbance.
Signal No. 4 warns of typhoon-force winds ranging from 118 to 184 kilometers per hour (kph). Significant to severe impacts on life and property are possible within areas under this signal:
* Dinagat Islands (Dinagat Province)
* Siargao and Bucas Grande Islands (Surigao del Norte)
Signal No. 3 warns of storm-force winds ranging from 89 to 117 kph. Moderate to significant impacts on life and property are possible within areas under this signal:
* Southern portion of Eastern Samar (Guiuan, Mercedes, Lawaan, Balangiga, Giporlos, Quinapondan, Salcedo)
* Southern portion of Samar (Marabut)

As of 1 p.m., the center of Tino was located 235 kilometers east-southeast of Guiuan, Eastern Samar.
The typhoon was moving westward at 25 kph, carrying maximum sustained winds of 120 kph near the center with gustiness of up to 150 kph.
Peak winds at landfall are forecast around 150 to 165 kph with higher gustiness.
PAGASA said Tino may make its initial landfall Monday evening or early Tuesday, Nov. 4, over the southern portion of Eastern Samar, Leyte, Southern Leyte, or Dinagat Islands.
Afterward, it is expected to traverse parts of the Visayas and northern Palawan before emerging over the West Philippine Sea by Wednesday afternoon, Nov. 5.
”Rapid intensification within the next 24 hours is likely. While its interaction with the terrain will trigger a slight weakening, Tino is expected to remain as a typhoon throughout its passage over the country,”  PAGASA said.
Tino may exit the Philippine Area of Responsibility by Thursday morning, Nov. 6.
