More exploration deals in the works, says DOE

The Department of Energy (DOE) is ramping up energy investments in the country as it expects the signing of three additional service contracts (SCs) that would allow more exploration and development of the Philippines’ indigenous energy resources.
Amid recent corruption allegations in the infrastructure and development sector—particularly over anomalies in flood control projects—Energy Secretary Sharon Garin and Undersecretary Felix William Fuentebella assured that the energy sector remains active, with investors continuing to show interest.
“I’m still very bullish about investments in energy in the Philippines. That’s shown by our GEA [green energy auction] over-subscription. That’s shown by the many meetings we’ve had with many investors from all over the world wanting to invest in the Philippines,” Garin said in an interview last week. “I don’t think it’s anything to worry about as far as energy is concerned.”
Following the eight awarded petroleum SCs in October, Fuentebella said that the DOE is expecting more to come in soon.
“There’s also interest in upstream [SCs], especially after the signing of the eight SCs, and there are three additional ones that the DOE worked on. There’s another three more in the works,” he shared.
Garin added that the agency is already in discussions with Middle Eastern investors for potential upstream oil exploration in the country, stating that, “I think they are aware it’s private-driven, and it’s not about corruption per se. So it’s more like we’re just establishing ourselves as good policymakers as far as energy is concerned.”
Last October, President Ferdinand R. Marcos Jr. signed eight new SCs to study the availability of petroleum and hydrogen sources in Luzon, Visayas, and Mindanao.
Some of these contracts were awarded to local companies such as PXP Energy Corp., which is led by tycoon Manuel V. Pangilinan, and other international companies.
These contracts have undergone a competitive selection process (CSP) under the Philippine conventional energy contracting program (PCECP).
Last week, PXP Energy said it is planning to secure two more SCs in the same area as its recently approved projects to boost its oil and gas reserves and widen its exploration area.
