DILG focuses Metro Manila's 'Big One' plan on critical service continuity

The Department of the Interior and Local Government (DILG) (DILG) formally launched a significantly updated Metro Manila Public Service Continuity Plan (PSCP) designed to ensure the immediate survival and functioning of critical government services, particularly in the event of the projected “Big One” earthquake.
The DILG-National Capital Region (NCR) explained that the revised PSCP sought to move beyond basic response measures as it features an enhanced impact analysis that identifies specific critical services, infrastructure vulnerabilities, and personnel dependencies.
The detailed assessment enables more realistic scenario planning to ensure the continuity of governance following a catastrophic man-made or natural calamity.
“As the region continues to navigate complex urban challenges, the agency reaffirms that true resilience begins with foresight, collective responsibility, and an enduring dedication to serve the public, no matter the circumstances,” the DILG-NCR said.
The update was the result of collaborative discussions where key regional stakeholders conducted a thorough review of existing protocols and systems.
The DILG-NCR secured specialized assistance from the Department of Science and Technology-National Capital Region (DOST–NCR), with Science Research Specialist II Jan Rose Carganilla-Bravo facilitating the refinement of the operational continuity framework against a major seismic event.
