DepEd opens new Schools Division Office in Carmona City, Cavite
New SDO to bring resources closer to teachers, learners as Angara pushes equitable education reforms

The Department of Education (DepEd) has officially opened the Schools Division Office (SDO) of Carmona City in Cavite—marking a major step toward improving access to education services in the province.
DepEd Secretary Sonny Angara on October 30 led the inauguration of the newly established SDO of Carmona City, which he described as a “milestone” in the city’s transition toward a more localized and equitable education system.
For years, DepEd said Carmona’s 11 schools were managed under the Schools Division of Cavite Province—one of the largest in CALABARZON with over 345 schools.
This setup often stretched resources thin, leaving smaller cities like Carmona competing for attention and funding, DepEd noted.
“Ngayon, magkakaroon na ng sariling SDO funds ang lungsod, na tiyak na makatutulong sa mga guro, kawani, at mag-aaral dito sa Carmona (Now, the city will have its own SDO funds, which will surely help the teachers, staff, and students here in Carmona),” Angara said.
Before becoming a component city, Carmona was under the vast SDO of Cavite Province. Now, it will have the independence to address its own educational needs.
The establishment of SDO Carmona follows the city’s conversion into a component city under Republic Act No. 11938, enacted in February 2023.
The move fulfills one of the key provisions of the law—to strengthen local governance and service delivery, including education.
Cavite 5th District Representative Atty. Roy Loyola credited Angara—who advocated for the measure in the Senate before assuming leadership of DepEd—for ensuring that Carmona’s education sector would benefit directly from its cityhood.
Now as DepEd Secretary, Angara fast-tracked the implementation of the new division to ensure that Carmona’s teachers, personnel, and students gain direct access to resources and support.
He also thanked Rep. Loyola, Mayor Dahlia Loyola, and city officials for their sustained commitment to quality education.
Leading the pioneering team of SDO Carmona are OIC-Schools Division Superintendent Dr. Joepi F. Falqueza and OIC-Assistant SDS Wilson G. Centeno, under the supervision of DepEd CALABARZON Regional Director Atty. Alberto Escobarte.
Angara reaffirmed DepEd’s commitment to strengthening localized education systems in line with President Ferdinand R. Marcos Jr.’s directive and the Second Congressional Commission on Education (EDCOM II) recommendations to rationalize DepEd’s structure for more equitable service delivery.
He also shared that Congress had recently reallocated flood control funds to boost DepEd’s budget, allowing for greater investments in schools, teachers, and learning facilities nationwide.
Funded through a P30-million national subsidy under the Financial Assistance to Local Government Unit – Other Infrastructure Program, the SDO Carmona will uphold the principles of Transparent, Ethical, and Accountable (TEA) Governance and deliver accessible, inclusive, and liberating basic education for all Carmona learners.
“The creation of SDO Carmona is a story of persistence, partnership, and the promise that every new city brings new hope for our learners,” Angara said.
With this development, Carmona officially becomes the 25th Schools Division under the DepEd CALABARZON Region, bringing education governance closer to the community it serves.
